A Study On The Effect Of Supporting Policies For Farmers’ Specialized Cooperatives In Deeply Poor Areas

At present,under the background of vigorously implementing rural revitalization in the whole country,farmers’ professional cooperatives have become an important grasp for the development of rural economy.The development of farmers’ specialized cooperatives plays an important role in increasing farmers’ income and increasing production,resisting market risks,helping to overcome poverty and building modern agriculture.Therefore,the Party Central Committee attaches great importance to the development of farmers’ professional cooperatives,and has issued a series of policies and regulations to support the development of cooperatives.However,in the process of implementing the policy,there are some problems,such as the lack of policy propaganda,the low farmers’ awareness of the policy and the imperfect internal operation mechanism of cooperatives,which need further study and put forward countermeasures and suggestions,which provide theoretical and practical reference for the formulation,improvement and solution of future policies.First of all,this paper combs the support policy of farmers’ professional cooperatives in H county,uses the theory of public policy and policy evaluation,and combines the present situation of farmers’ professional cooperatives in H county to construct the index system from four aspects: policy awareness,policy implementation,goal achievement and farmers’ satisfaction.And then,from these four aspects of empirical analysis,H county farmers professional cooperative problems.Finally,according to the actual situation on the ground,the corresponding countermeasures and suggestions are put forward.The research shows that farmers’ professional cooperatives face the real challenges of shortage of funds,low awareness of farmers,weak policy propaganda,weak talent training mechanism,weak brand awareness and single channel of product sales,so to solve these problems and ensure that cooperative support policies are brought into full play,it is necessary to increase policy publicity,raise farmers’ awareness of cooperatives and encourage farmers to take an active part in cooperatives;improve the quality of policy implementers and ensure the quality of policy implementation;improve talent training policy and improve talent training mechanism;establish brand concept and broaden product sales channels;Increase financial support to solve the problem of shortage of funds.In fact,the scientific conclusion of evidence analysis has certain guiding significance and reference value for the development of farmers’ professional cooperatives.
