Organizational effectiveness is an important issue in organizational theory and management research.In today's rapid economic development,organizational effectiveness has become the key to measure the quality of business survival and development.However,with the economic and social transformation,the traditional hierarchical organization has become an important factor that restricts the improvement of organizational effectiveness.At present,the theoretical research on corporate organizational effectiveness still uses hierarchical organizations as the established framework,and focuses on unilateral research on the factors affecting organizational effectiveness,evaluation,etc.,and fails to establish a systematic theory and application system that effectively guides organizational effectiveness management system.To address this issue,this paper takes organizational optimization as an entry point,and addresses the issues faced by organizational effectiveness management under traditional hierarchical organizations,and proposes a framework for the design of organizational effectiveness management systems based on network organization,with a view to provide guidance for organizational effectiveness management practices in China.Firstly,through the comparison and analysis of several classic models of organizational effectiveness,such as the target model,the resource-based model,the stakeholder model and the internal process model,based on the labor form theory,a multi-objective behavioral system model of organizational effectiveness was proposed.From the perspective of enterprise management,the abstract concept of organizational effectiveness management were embodied in an all-around management system that covers the "objective-process-result-capability",with employee,their division of labor,and collaborative behavior.Secondly,the target behavior guidance subsystem for organizational effectiveness was constructed.Based on multidimensional constructs of organizational effectiveness,the organizational effectiveness hierarchy structure of "department-team-post" was proposed.Based on the characteristics of organizational members' behaviors,a"point-line-planar" behavior hierarchy was put forward.The docking relationship model was proposed,in which organizational effectiveness guides the behavior of the organization members at the department level through enterprise-level key performance indicators/major tasks,and guides the behavior of the organization members at the team level through core business/management processes.Through the responsibilities-based system to guide the behavior of the members of the organization.The establishment of hierarchical target behavior guidance system was built to provide clear target guidance for organizational effectiveness management.Thirdly,a target behavior organization support subsystem was constructed.The networked characteristics of organizational structure guided by the target behavior and its coexistence with hierarchical structure was analyzed.Through the economic modeling and analysis of the partial engineering and collaboration costs within the company,it is proved that the enterprise can achieve the best level of organizational effectiveness under a certain degree of sub-engineering,and the organizational structure optimization based on the hierarchical organization of the appropriate division of labor and collaboration was put forward.The organizational structure of the optimized network organization was built as the decision support model for enterprise organizational structure optimization.The first is to analyze the differences in the degree of division of works presented by the organization under the appropriate division of labor,the free and busy balance between departments,the full workload,and the high degree of match between employee and posts.Based on the grey clustering method,the division of organizational units under the hierarchical structure of the enterprise was carried out by the degree of engineering,the organizational units that deviate from the characteristics of the appropriate division of labor were optimized for decision support;the second was based on the grounded theory to construct the role system of the members of the modern enterprise network,by using gray cluster analysis to solve the network organization member selection and role matching.It provided a new organizational structure theory support system for the management of organizational effectiveness.Fourthly,a network organizational collaborative operation subsystem was established.On the basis of analyzing the operational risks of intranet organizations such as "speculative behavior" and "free rider",we built a game theory model of network organization based on the research focus on enhancing organizational effectiveness and achieving collaboration improvement,and studied the collaborative operation of network organizations.A network organization coordinated operation system consisting of"network-based flexible communication supervision mechanism","network membership performance evaluation mechanism" and "networked member interests distribution mechanism" covering process control and results evaluation was proposed,to provide theoretical application support for high synergy effect and organization member efficiency.Finally,a performance capacity self-adaption management system required for the organization's operation under the target behavior was established.From the quantitative point of view,this paper constructed a corporate performance capacity self-adaption management system consisting of three core links:"Capability demand-capability acquisition-capacity assessment" to promote internal employee competency and the achievement of behavioral goals,support the internal network organization and operation of each level and enhance organizational effectiveness.
