Since the China joined the World Trade Organization in 2001,China has fully integrated itself into the international economic and trade system,participated in the international division of labor.By 2017,China ranks second in the world in terms of total economic output and the world's total trade volume of goods,China has made remarkable achievements in the economic field.However,in recent years,China's economic growth is facing double pressures from both at domestic and abroad.Internationally,since the global financial crisis triggered by the subprime mortgage crisis in the United States broke out around the world,the world economic development has entered a relatively downturn stage.The total volume of world trade in goods experienced a sharp decline after the global financial crisis and the overall recovery of the world economy was slow.The total world trade growth rate has fallen below 3% for many years in a row.As a result,all countries in the world are striving to find new points of economic growth.The old system of division of labor is facing restructuring.International industries are facing a reallocation on a global scale.The United States and other developed western countries intend to change current international trade rules and increase market access.The threshold and the formation of regional trade protection have all brought about the impact and challenge to the development of China's merchandise trade.Meanwhile,in China,with the demographic dividend gradually decreasing and the capital price rising year by year,the pace of economic development in China has slowed down,The development of new industries is facing the transformation of traditional industries,promote the adjustment of industrial structure,promote economic restructuring,to find new economic growth point is currently China's main problems facing.Against this backdrop,China has actively explored new modes of trade cooperation and development and expanded its international space for development.In 2013,during President Xi Jinping's visit to Central Asia and Southeast Asian countries,China successively proposed establishing a "Silk Road Economic Belt" and "21st Century Maritime Silk Road " major initiatives,has been the international community's attention.As a great project with the global vision as its precondition for mutual benefit and win-win situation and for safeguarding the fundamental interests of the country's development along the line,the " Belt and Road Initiative" has been put forward in order to promote the effective flow of production elements,improve the efficiency of resource allocation and coordination It provides a broad platform for the integration of industrial development and provides new ideas and new directions for China's future cooperation with foreign countries so as to provide a new impetus to lead the global economic recovery and boost the development of world economy.Therefore,the proposal of "the Belt and Road" initiative,It will have broad and far-reaching significance both at home and abroad,and will be conducive to the active promotion and development of China-foreign cooperation in production capacity.Based on the initiative of "the Belt and Road",this paper attempts to combine theoretical and empirical evidence,introduce relevant economic data and systematically sort out the development path of China's international capacity cooperation along the "Belt and Road" through the following work Put forward the corresponding policy recommendations:First,using literature deduction to study the theoretical basis of international capacity-production cooperation in China and 65 One Belt and One Road countries,taking into account the current economic development theory,international trade theory,international investment theory and regional economic cooperation theory,Globalization and global value chain theory can not fully explain China's capacity-building cooperation with other countries along the "Belt and Road".This paper attempts to put forward the theory of international capacity cooperation based on the "Belt and Road Initiative" and strive to explore the law of international capacity cooperation.Give a theoretical explanation.Second,through the method of grounded theory,sort out and summarize the related theory of international industrial competitiveness,including Porter's masonry model,World Economic Forum(WEF),IMD(International Institute for Management Development),International Cooperation for Capability and Export Market Share(EMS),Revealed Comparative Advantage Index(RCA),Export Growth Advantage Index(NXRCA),International Market Share Index(IMS)as well as the Trade Competition index(TC)and other related industries,it paves the way for the empirical analysis of international capacity cooperation.Thirdly,based on China's perspective,a comprehensive study on the economic development status,industrial structure,import and export of goods trade,FDI and ODI in China and 65 countries along the "Belt and Road" has been conducted.The results show that no matter in the total amount As for the "Belt and Road" route,there are great differences in the data between the two countries.China's lead in building the international capacity cooperation in the "Belt and Road" is undisputed.Fourthly,using the combination of qualitative and quantitative methods,calculate the comparative advantages and competitive advantages of 65 countries along the "Belt and Road" in China,10 major types of industries,build an evaluation system of international competitiveness of industries,the results show that China has a great advantage in terms of comparative advantages or competitive advantage over the countries along the " Belt and Road " in the manufacturing product sector and that the level of competitiveness in the manufacturing industry is enhanced The internal structure of China's manufacturing sector has undergone major changes.The capital-intensive product sector has replaced the labor-intensive product sector and has become the new leader in the international competitiveness of China's industries.the industries in the countries along the “Belt and Road” are clearly performing.The dominant industries are mostly concentrated in the primary product sector,and the development of finished products is lagging behind;the industrial transition in West Asia,South Asia and other regions tends to be more obvious,and industrial restructuring in the CIS and other regions is happening Stagnant;China and the countries along the " Belt and Road" industry complementarity is greater than the industrial competitiveness.Fifthly,based on the results of the empirical analysis,it is the construction of six key areas for industrial cooperation along the "Belt and Road" : China-Mongolia-Russia Economic Corridor,China-Indochina Peninsula Economic Corridor,China-Central Asia-Western Asia Economic Corridor,China-Pakistan Economic Corridor,Bangladesh-China-India-Myanmar Economic Corridor and the New Asia-Europe Continent Bridge to sort out industrial docking plans and find out the meeting points of interest between China and countries along the "Belt and Road" in carrying out international capacity cooperation.The multi-level analysis method is used to propose separately from the government and enterprise levels Corresponding countermeasures and suggestions.The conclusions of this paper are as follows: First,the theory of international capacity cooperation has the characteristics of the times,development and overall;Second,The comparison of international competitiveness of industries is the prerequisite basis for international cooperation in capacity-building,and international capacity-cooperation is the more important and important link in the "Belt and Road Initiative";third,there is a strong industry complementarity between China and the " Belt and Road" and a huge potential for capacity-building cooperation;Fourth,the construction of the "six major economic corridors" will effectively promote China's cooperation with other countries along the "Belt and Road" Capacity cooperation.
