International capacity cooperation is an important cooperation direction under the framework of the Belt and Road.That is to achieve international capacity cooperation through the means of foreign investment in manufacturing,expand the transfer of China's production capacity,create conditions for the development of emerging economies,and provide new kinetic energy for global economic growth.At present,China's investment in countries along the Belt and Road faces some problems,such as the effect of investment-driven trade growth is not obvious,and the effect of overseas economic and trade cooperation zone construction on promoting capacity cooperation is not significant.The choice at the national level is of great significance for the investment to achieve the expected results.Most of the domestic study on the Belt and Road's capacity cooperation projects are mainly focused on the feasibility and cooperation research.This paper takes 63 countries along the Belt and Road as the country research object and identify country selection strategies for capacity cooperation,based on the macroeconomic environment and global value chain location of the target country.This paper first analyzes the economic development level,population size and the status of bilateral trade with China in 63 countries along the Belt and Road,and grades the countries from a qualitative perspective.Secondly,by applying the value chain position index proposed by Koopman,the Eora database's input-output table is used to decompose trade flows,and 63 countries are ranked in the global value chain as the basis for capacity cooperation country selection.It is divided into three gradient sequences,in which the first echelon country is closest to China's value chain position,and should be the first choice country for capacity cooperation.Finally,the results of the value chain model are combined with the qualitative analysis of the trade and investment environment of each country,and the specific country policy recommendations for capacity cooperation are proposed and prospected.This paper comprehensively analyzes the trade investment environment and the value chain position to determine the capacity cooperation country strategy choice: international capacity cooperation should be carried out in the order of the first echelon,the second echelon and the third echelon,and the first echelon of India,Uzbekistan,the Philippines,Vietnam,Indonesia,Thailand,Pakistan,Myanmar,Cambodia,and Bangladesh should be the first choice targets for current capacity cooperation.Strengthening capacity cooperation with these countries will help the investment achieve the expected results and it conforms to the objective law of the international industrial transfer of manufacturing industry.
