| The “the Belt and Road” Initiative is a global and future-oriented sharing and linkage public goods.Under the new economic background of China,international production capacity cooperation is not a simple capital output relying on industrial transfer,but a compound and innovative type of international economic cooperation.In the report of the 19 th National Congress,there were five references of“the Belt and Road” and emphasized the need to “persist in both introduction and going out”.It can be seen that in international production capacity cooperation,how to coordinate domestic and international markets as well as develop domestic industries,organic integration and development of cooperation with international production capacity is a problem need to be solved.urgently In this context,it is particularly important to analyze the capacity cooperation between China and other countries along the route.On the one hand,It can combine the industrial advantages of China and the target market conditions along the key line to specify the direction of deepening the production capacity cooperation between China and other countries along the route;on the other hand,it can cooperate and build an international production capacity cooperation policy witch provides a highly scientific and realistic basis,helping to form a regional industrial division system led by China,promoting the industrial linkage upgrade of various countries,and continuously strengthening the “the Belt and Road” international production capacity cooperation “hematopoiesis” capacity,thus promoting the construction of the "human destiny community."First of all,this study analyzes the domestic and international backgrounds in detail,while pointing out the theoretical and practical significance of the research at the same time.Then it defines the concept of “the Belt and Road”,international production capacity cooperation and industrial competitiveness.Next,this part summarizes the domestic and international research on the opportunities and risks of the “the Belt and Road” international production capacity cooperation,heterogeneity research,international experience comparison,cooperation model,cooperation path and policy recommendations.And then review the direction of future research.With emphasis,the purpose,idea and methods of this paper are pointed out.Finally,this paper mentions the innovations.Secondly,this article comprehensively combs the relevant theoretical basis.Xi Jinping's “the Belt and Road ” initiative and the community of human destiny? the open economic thoughts of Marx and Engels ? Lenin's capital export theory ?international economic cooperation theory as well as global economic integration and global value chain provide theoretical bases for the whole paper.This paper also analyzes the guiding role of these theories while analyzing other parts of the paper.Thirdly,this paper analyzes the basic overview of the “the Belt and Road”international production capacity cooperation.It analyzes from the points of the historical basis and “five links”.Together with the status of industrial development that the three industries along “the Belt and Road” industrial development is unbalanced with regional differences,the overall industrial competitiveness is weak.It also analyzes the effectiveness of capacity cooperation in countries along “the Belt and Road” from the aspects of trade cooperation effectiveness,investment cooperation effectiveness,and other key areas.Finally,it points out a series of problems in the current international production capacity cooperation,including special leading group has not been set up yet,system co-construction mode is poor,platform construction needs to be strengthened,complete value chain system has not yet formed,communication infrastructure is weak,SMEs have insufficient willingness to participate,lack of unified monetary mechanism,and special funds have not been effectively integrated.Besides,“the Belt and Road” cultural ecosystem of international production capacity cooperation has not yet built,the competitive advantages of countries along the line are not completely clear.Fourth,it conducts a comparative study of international production capacity cooperation,analyzing of the basic overview of international production capacity cooperation in the United States,Germany,Japan and South Korea,the experience and successful practices of international production capacity cooperation in these countries,pointing out the problems in cooperations.Then,it carries out comparative analysis of international experience,discusses the common points and differences in the international production capacity cooperation experience of these countries in detail.Besides,this part put forward the historical lessons brought about by the international comparison results on “the Belt and Road” international production capacity cooperation.Finally,it analyzes the layout consciousness,innovation drive,the domestic and international market linkage,the main function of the main body,the cultivation of leading industries and the balance of short-term and long-term benefits,etc.,to compare the international production capacity cooperation on the “the Belt and Road”.Fifth,the target model and implementation principles of “the Belt and Road”international production capacity cooperation were constructed.Primarily it analyzes the overall target model and the target modes of each stage and the corresponding guarantee mechanism from the strategic objectives,regional layout goals and industrial layout goals.Then boldly envisages the three-phase target model of international production capacity cooperation in the immediate-term(2019-2025),the mid-term(2026-2035)and the long-term(2036-2050).This paper also clarify the principle which is the future goals of the “the Belt and Road” international production capacity cooperation.Sixth,the main path to achieve the “the Belt and Road” international production capacity cooperation is proposed.This part analyzes the concept of path promotion,and then discuss the overall path of “the Belt and Road” international production capacity cooperation,and the path planning of the international production capacity cooperation initial phase(2019-2025),integration phase(2026-2035)and maturity phase(2036-2050).Following is the points of the specific path: coordinating the China's domestic regional participation in “the Belt and Road” international production capacity of cooperation,and creating a cross-dimensional “the Belt and Road” international production capacity cooperation area.At last it will build high-end manufacturing layout and construct the guarantee mechanism system for the“the Belt and Road” international production capacity cooperation model through innovation.Finally,the paper puts forward policies to promote capacity cooperation between China and “the Belt and Road” countries.The policies are established a special leading group as soon as possible from the national level to comprehensively plan and guide international production capacity cooperation,strengthen the system construction of China and countries along the line,promote the construction of international production capacity cooperation platform,improve investment cooperation mechanism and system reform,and promote the deepening of international production capacity cooperation value chain construction,trade and investment cooperation.At the same time,we will use 5G technology to build communication infrastructure of “the Belt and Road” international production capacity cooperation;adopt incentive policies to promote the willingness and practiceof “ the Belt and Road ” national SMEs to participate in international production capacity cooperation;issue “the Belt and Road” regional unified currency to reduce risks that US dollar exchange rate fluctuations bring to international production capacity cooperation;apply Internet financial tools to set up a “the Belt and Road”international production capacity cooperation special fund to provide convenient and effective financial support;build a “the Belt and Road” cultural ecosystem to reduce cultural conflicts in international production capacity cooperation;and comprehensively improve international production capacity cooperation competitiveness of “the Belt and Road” by building a community of human destiny. |
