With the rapid development of the urban economy and the accelerating urbanization process,the original pipe lined facilities have been unable to meet the needs of urban development.Although the country has vigorously supported the development of cities in recent years and improved the construction of underground integrated pipe corridors,the early construction of such projects requires huge investment,large construction investment,long cycle,and government or social contribution alone is difficult to sustain.The introduction of the PPP financing model can reduce the government's financial pressure and improve the efficiency of social capital use.The two sides share and share the benefits and provide a new and effective financing method for the construction of urban underground corridors.However,PPP,a new model of government and social capital integration,has a variety of subdivided financing models,each of which has different effects on the construction and operation of the project.Under the principle of PPP,choosing the appropriate subdivision mode will undoubtedly have a direct impact on the project's revenue and efficiency.This paper focuses on the analysis of the urban underground integrated pipe gallery project in Haikou City.The evaluation model is established by OWA operator method,entropy method and extension goodness evaluation method,in order to find the PPP financing mode that is most suitable for the project.On the basis of summarizing the relevant theories of PPP financing mode,this paper focuses on the analysis of the development and financing status of urban underground integrated pipe corridors in Haikou City,and then summarizes the problems in the financing of urban underground integrated pipe corridors in Haikou City;The financing characteristics of the underground integrated pipe gallery in Haikou City and the establishment of the index system through consultation with relevant departments;further,through the comparative analysis of the various research methods,the OWA operator method is selected to determine the weight of the first-level indicators,and the entropy method is used to determine the second-level indicators.The weight of the index is used to obtain the comprehensive weight of the evaluation index.The mathematical model is established by the extension goodness method for the selection of each PPP financing mode.Finally,the index data is used to collect the indicator data for the underground comprehensive pipe corridor project of Haikou City.The mathematical model established by the extension goodness method is used to process the data,and it is concluded that the SB-O-T model is the most suitable PPP financing model for the urban underground integrated pipe corridor of Haikou City.In addition,the article analyzes the differences between the research conclusions and the financing model(BOT)actually adopted by the project,trying to find the influencing factors.
