Research On Silk Road Economic Belt Docking With Eurasian Economic Union

At present,economic globalization,regional economic integration and financial internationalization have become important features of world economic development.At the same time,sluggish global economic recover,the international commodity price fluctuations and the rise of trade protectionism are becoming more and more prominent.The economic growth pressures in all countries of the world are increasing.Under this background,Chinese President Xi Jinping put forward the initiatives of jointly building the Silk Road Economic Belt?SREB?in September 2013.The Eurasian Economic Union started in 2015 by Russia,Belarus and Kazakhstan.And the two leaders signed“Joint statement between People's Republic of China and Russian Federation on the construction of the Silk Road Economic Belt and the construction of the Eurasian Economic Union”in May 8,2015.The statement marks China and EAEU officially reached a consensus on mutual docking cooperation.It has created a new pattern of multilateral economic cooperation and development in Eurasian region.At present,the docking cooperation between SREB and EAEU is in a steady progress,and meanwhile achieved certain results.However,there are still lack of substantial arrangements in docking cooperation mode,mechanism and platform,and there are still many resistance factors affecting the docking cooperation between them.At this time,it is of great theoretical and practical significance to study on Silk Road Economic Belt docking with Eurasian Economic Union,explore new ideas for these countries'development and seek new ways of multilateral cooperation.It can also provide a reference value for China and the Eurasian Economic Union in formulating the docking cooperation plan and choosing concrete practical actions.This paper takes SREB and EAEU as main research object.Under the guidance of international trade theory,regional integration theory,regional cooperation theory,in accordance with the following basic logical framework:“explaining necessity and realistic basis--summing achievements and problems--judging opportunities and challenges--analyzing the basic docking cooperation framework--preferring docking cooperation mode--constructing docking cooperation mechanism--seeking docking cooperation path”,combined with many specific analysis methods,such as literature analysis,induction and deduction analysis,history and logic analysis,statistics and comparison analysis,qualitative and quantitative analysis,normative and empirical analysis,etc.Using the above methods,this paper comprehensively and systematically discuss the docking cooperation between SREB and EAEU.The main contents and conclusions are as follows:1.From two aspects of objective necessity and realistic basis to prove that the docking cooperation between SREB and EAEU is both necessary and feasible.Necessities are mainly explained from objective needs of four aspects as following:SREB initiative construction,EAEU development,the trend of regional integration and the domestic development of regional countries.Feasibilities are analyzed from realistic basis of five aspects as following:geopolitical adjacent,political mutual trust,trade complementarity,similarly developmental ideology,and the public support,etc.2.From the angle of“Five-Pronged Approach”summarizes the early harvest of the docking cooperation between SREB and EAEU,and points out some related problems in SREB docking with EAEU.Presently,the docking of two parties have made some progress.Because of the different characteristics between SREB and EAEU,the limited ability and willingness of the deep docking between them,the dissymmetrical dependent structure in cooperation,the different technical service standards and the lack of practical cooperation experience,it is still difficult to dock cooperation in deep area between SREB and EAEU.Besides,they are both facing many opportunities and challenges.3.From the macro,meso and micro perspectives of national development strategies and practical cooperation field to discuss the basic framework of docking cooperation between SREB and EAEU.In respect of national development strategy,SREB should prefer to focus on promoting docking of the two multinational regional strategies,one is Russia trans the Eurasian channel project,another is Kazakhstan the new economic policy of the light road.In respect of practical cooperation field,the SREB docking with EAEU should take facility docking as the priority project,take trade docking as the most important symbol,take energy docking as the basic content,take production capacity docking as the focus direction,take financial docking as a key breakthrough,take agriculture docking as the important supplement.Among them,on the issue of trade docking cooperation between SREB and EAEU,use the stochastic frontier gravitational model to measure the trade potential of China and EAEU countries.The results show that the level of bilateral trade efficiency is moderate and the trade potential is large.It is necessary to innovate the cooperation mode,such as building the free trade area to further expand the trade cooperation space,and Shanghai Cooperation Organization?SCO?will play a positive role in it,it can serve as the docking platform between SREB and EAEU.4.From two angles of different subjects and functions to explore docking cooperation modes and mechanisms between SREB and EAEU.In aspect of mode choice:From the angle of different subjects,docking cooperation modes are four types as folllowing:the"C_N+1"?N?5?mode,which is the docking cooperation between China and the whole EAEU;the"C₁+1"model,which is the docking cooperation between China and each country of EAEU;the"C₂+SCO"model,which is the docking cooperation of two parties with the aid of the Shanghai Cooperation Organization;the“C₂+M_N”?N?1?model,which is the docking cooperation of two parties with the aid of the other multilateral organizations.Through comparing and analyzing the advantages and shortcomings of the above four models,this paper conclude that these modes should be promoted together and carried out at the same time.From the angle of different functions,this paper puts forward five specific docking cooperation modes,including the construction of free trade zone,transnational economic corridor,cross-border economic cooperation zones,overseas economic and trade cooperation zones,cultural exchange base,which the free trade area,especially Sino-EAEU FTA is the focus.In this regard,this paper uses WITS-SMART model to simulate and analyze trade effect,welfare effect and tariff income of Sino-EAEU FTA in different tariff concessions,and demonstrates that the construction of the FTA is feasibilible in the economic effect.In aspect of mechanism design:From the angle of subject,points that should establish the following three mechanisms,one is the"C_N+1"?N?5?mechanism which based on the high-level consultation of multilateral leaders;two is"C₁+1"mechanism which specifically including head of bilateral government,Prime Minister and minister,local government,high level working group etc;three is"E+F"mechanism,which mainly refer to enterprises docking mechanism,banks docking mechanism and financing docking mechanism;From the angle of function,points six concrete pushing mechanism,which are think tank dialogue,government consultation,transnational management,supervision and feedback,legal coordination,information exchange etc.5.From four aspects of main body thrust,entity grasper,system guarantee and promotion principle to discuss the path selection of the SREB docking with EAEU.Government,enterprises,intellectual,media,people are five main thrust.Infrastructure investment,trade facilitation,investment and financing capacity cooperation and park construction are starting point.Rule construction,free trade zone construction,human interaction are keys.Sub regional and multilateral cooperation are first step.Above variety of measures should be adopted together and promoted together.The innovation of this article are as followings:?1?From two dimensions of different subjects and specific functions to design the docking cooperation between SERB and EAEU.?2?From two aspects of qualitatively and quantitatively analyze the feasibility and specific function of SCO as the docking cooperation platform between SREB and EAEU.?3?In the empirical analysis of Sino-EAEU free trade area,using the WITS-SMART model simulate economic effects of different tariff concessions stage in short-term and long-term between China and EAEU.
