Research On Evaluation Of Urban Renewal Benefits And Collaborative Governance

At present,China has experienced a 30-year large-scale rapid urbanization process.By 2020,it is estimated that 60% of the population will live in cities and towns.Urban renewal is not a new phenomenon,since the city was born,it needs continuous renovation and renewal.However,the extensive urban development has taken up too much space easily and has seriously affected the general operation of social-economical aspect,whereas the rules of ecological and social networks must restrcit the blind expansion of cities.The new renewal model should be constantly varying so as to seek for connotation of organic growth and value inheritance,and will be continually given new era significance.Recently,largy cites have declined the speed of new area development and had to face the shortage of urban construction land,like Beijing,Shanghai,Guangzhou,Shenzhen,Nanjing etc..Most of big cities were looking for new methods to maintain the rapid economic growth and facilitate the urban transformation,and then expected to promote the efficient use of existing land and properties.Obviously urban renewal seems to be one of the core strategies which help to build a more active and attractive urban center and improve a whole competitiveness of the cites.Under pressures of the bottleneck of land resources and the transformation of industrial structure in cities,most of the central cities in Mainland China have carried out diverse renewal practices in light of their own conditions and characteristics,and also have promulgated a variety of urban renewal policies.In the process of large-scale and goal-oriented renewal for a long time,these cities effectively cracked bottleneck of limited land,promoted the city image and stimulated the industrial transformation.However,it also caused some typical social effects,including the social fragmentation,cultural destruction,gentrification.Therefore,extensive urban renewal must be coordinated under the requirements of organic renewal,and the new model has to conform to the rules of urban development,and take inclusiveness as the guiding ideology,and also evaluate renewal benefits uninterruptedly,explore the institution of renewal governance.Therefore,this article evaluated the benefits of urban renewal,including the following research contents:Firstly,based on the theories including public management,stakeholder,public policy evaluation and complex adaptive system,the theoretical literature were used to sort out,summarized the connotation of the benefits of renewal,and established a therotical framework of urban renewal benefits based on the above work,and designed evaluation model from two aspects of efficiency evaluation and effectiveness evaluation.Secondly,based on the efficiency evaluation model from urban renewal benefit evaluation,the data concerning the urban renewal process and projects were collected in Shenzhen from 2009 to December 31,2016.The economical efficiency of urban renewal was calculated by DEA method(Data evolopment analyais)method,and the the influencing factors from out-put aspect also were explored through binary logit model.Thirdly,according to the evaluation model of the effect of urban renewal benefit evaluation,two groups of stakeholders(indigenous inhabitants and tenants)with the largest population in the typical urban renewal project were selected to evaluate their satsfication through the survey questionnaire and semi-structured interview,then the determinants of satisfication were exlopred through sequential logit model.Fourthly,through the introduction of cooperative governance theory,and understanding the movement of urban renewal in Shenzhen context,this paper proposed the governance structure of the tripartite body with local government,market enterprises and social groups in the urban renewal based on the allocation of control power and efforts standard.Comparing with the typical binary urban renewal model in Shenzhen,the alternative conditions were analyszed based on this two different government structure,and then excavated the evolution of governance structure through analyzing Shenzhen's case practiceFinally,The characteristics of Shenzhen urban renewal policy were analyzed from the perspective of policy texts and policy evolution,and the strategy of implementing participatory of urban renewal governance was put forward,some measures were the introduction of information technology which could promote the updating of economic efficiency,On the other hand,the rational allocation of the rights and interests among the key stakeholders in order to enhance the effect of urban renewal.This paper evaluated the economic efficiency of urban renewal through identifying the influencing factors of its renewal output,and at the same time,also appraised the effectiveness of urban renewal via comparing the satisfaction of indigenous inhabitants and tenants and its influencing factors,and also put forward some policy suggestions to enhance urban renewal benefits.The results of this study have a certain theoretical contribution to the study that enriches the urban renewal field,and also have some practical significance for guiding the urban renewal and future development.
