Influencing Factors And Countermeasures Of Industrial Land Renewal And Optimization In Feicheng City

In the past ten years,China's urban construction land has been insufficient,and the problem of restricting social and economic development has become increasingly prominent.An important reason for this situation is the unreasonable structure of urban industrial land.Many cities have inefficient use of land,idle and wasted land,and unscientific and rational industrial land with functional allocation,etc.The requirements of the land are obviously inconsistent and must be targeted for updating and optimization.In view of this,this paper uses literature research,field research and interviews,and logic analysis to study the upgrading and optimization of industrial land in Feicheng City.The research system sorts out several major influencing factors affecting the renewal and optimization of industrial land in Feicheng City,namely: the influencing factors at the environmental level,the influencing factors at the level of urban development planning,and the influencing factors at the economic level.According to the above three factors,from the three aspects of environment,urban development planning and economy,the strategy of industrial land renewal and optimization in Feicheng City was formulated,and the land for industrial land renewal and optimization in Feicheng City was selected.The specific conclusions are as follows:(1)Renewal and optimization based on the perspective of environmental factors in urban safety: 1 There are currently 15 dangerous chemical enterprises in Feicheng City.When analyzing from the perspective of urban development,the above 15 hazardous chemical companies are not in the same location.It is suitable for the development of dangerous chemical enterprises,otherwise it will inevitably pose a threat to urban security and urban development.Therefore,according to the relevant policy documents of the Shandong Provincial Government and the People's Government of Feicheng City,it is decided to update all the above 15 dangerous chemical enterprises as “returning objects”.2 Entering the city";2 According to the evaluation and prediction results of the geological disasters in Feicheng City,it is decided to transfer the industrial enterprises located in the high-prone and high-prone areas of the Feicheng City geological disasters,and gradually withdraw from the original industrial land.Moved into the park.(2)Renewal and Optimization Based on environmental protection: According to the relevant policy documents of Shandong Provincial Government and Feicheng People's Government,"we should guide existing heavy polluted enterprises such as iron and steel,paper-making,medicine and chemical industry in the built-up area to move and transform in an orderly manner or close down according to law." According to the regulations,14 heavy polluting enterprises,including Feicheng Shengli Chemical Co.,Ltd.,Shandong Luyue Chemical Co.,Ltd.and Feicheng Dongsheng Paper Co.,Ltd.,will be withdrawn from the urban area in the process of industrial land renewal and optimization.(3)Renewal and Optimization Based on urban development planning: According to the urban development pattern of "one core leading,four districts linking" proposed in the Feicheng urban development planning,six industrial sites were selected to be renewed for public service facilities in order to improve the problems of single type,small quantity and poor quality of public service facilities in the Feicheng urban core area.(4)Renewal and Optimization Based on economic factors: In order to improve the efficiency of land use and revitalize the stock land of fertilizer cities,14 enterprises including Shandong Ruiyuan Industry and Trade Co.,Ltd.,Feicheng Fukang Industry and Trade Co.,Ltd.,Feicheng Scale Removal and Energy-saving Chemical Factory,which are idle due to production suspension or relocation,will take the lead in renewal through investigation.According to the linkage of "four districts",the industrial layout of "one core and four districts" should be enlarged,the development and construction framework should be expanded,the spatial layout of production cities should be optimized,and the four major industrial groups should be fostered.
