gradually losing of left cheap labors in rural areas,the comparative advantages of the traditional demographic dividend and soil,and other cheap elements in China are also losing gradually,besides,over the past years,the increasing of economy in China has depended on the sacrificing of resources and environment largely,and the over consumption of various resources and energies,the large amount of emission of industrial solid wastes,and the consistently wreaking havoc of haze,they all have made big challenges to the sustainable development of Chinese economy and society.At the same time,the frictions between China and America are intensified continuously,they are in the circle around with difficult,and most of the scholars think that the fundamental strategy to meet with the trade war between China and America is the acceleration of transformation to the innovation and domestic demand of the development mode of economy.It has been pointed out in the document of "Various Opinions on the Further Promotion of the Innovative Development of the Small and Medium-Sized Technology-Based Enterprises by the Ministry of Science and Technology"(third of science development(2015]),which was issued by the Ministry of Science and Technology.The small and medium-sized technology-based enterprises play important roles in the aspects of improving the ability of technological innovation,supporting-the sustainable development of economy,and widening the employments in the society,and others.With the establishment of "Science and Technology Innovation Board"in November,2018 put on the agenda,our government has farther recognized the important role of scientific and technological entrepreneurship in the development of economy and society.Among them,the national high-tech zone based on the large and middle-sized cities centralizes the double advantages of advanced technical skills and highly skilled industries,it has gotten the strong supports of the national policies in innovation and entrepreneurship,so that it can become the main area for the integrated development of small and middle-sized enterprises.So,does the scientific and technological entrepreneurship has growth effects to the economy in China?If it is possible,how much of the growth effects?How can it have influence on the growth of economy?Obviously,it is related to the effectiveness of the Chinese policies of scientific and technological entrepreneurship.However,it is really pitifiul that there is no answer on this macro problem in the current documents,and also it is hardly mentioned in the documents of how the scientific and technological entrepreneurship can influence to growth of economy.In this paper,by means of the deeper analysis on the features of scientific and technological entrepreneurship,and various methods to analyze comprehensively,the system makes some researches on the feasibility of the scientific and technological entrepreneurship in the growth of economy,and also the ways and channels of its influence on the growth of economy.First of all,in this paper,by means of the clearing,concluding,and refining of related theories and documents in the aspect of growth of scientific and technological entrepreneurship,so that it is possible to find the research direction and research thought.Secondly,we have introduced the features of scientific and technological entrepreneurship in detail,looked back to the development background and historical transformation in the scientific and technological entrepreneurship,presented the historical trend between the scientific and technological entrepreneurship and economic growth,and then it can lie solid foundation on we mastering and understanding the relationship between them directly and deeply.Thirdly,based on the frame of classical theories,by means of the construction of theoretical model of the influence of scientific and technological entrepreneurship on the economic growth,we have provided the supposition that scientific and technological entrepreneurship could promote the economic growth on the basis of deducting conclusion of theoretical model,by mean of the clearing and analysis on the theories and documents,we have provided the three possible channels and mechanisms which may have influence of economic growth by the scientific and technological entrepreneurship,and also provided the supposing topic which is waiting for testifying.And then,by means of the usage of panel data in the level of cities in China,we have applied various ways for recognition and strategies,so that we can confirm the effect and mechanism between scientific and technological entrepreneurship and economic growth,and discuss the heterogeneous effects in the different areas of the influence of scientific and technological entrepreneurship on the economic growth further by means of several empirical approaches.Finally,based on the above theoretical analysis and the results and conclusion of the empirical check,by combination with the clearing of the successful experience of the scientific and technological entrepreneurship in Shenzhen,we have provided a series of environments and conditions which can display the growing effects of scientific and technological entrepreneurship,concluded the problems and inadequacies of scientific and technological entrepreneurship in China to the promotion of the development in cities,and also provided the polities and opinions on the displaying of growing effects in the scientific and technological entrepreneurship.Main researches and findings in the paper:Firstly,the analysis on the status of the scientific and technological entrepreneurship and the development of economy.By means of the clearing of the background of scientific and technological entrepreneurship,further analysis on the status of the scientific and technological entrepreneurship and the development of economy,and also the describing of the normal relation and trend of scientific and technological entrepreneurship and economic growth,it can present direct feeling on the relationship between scientific and technological entrepreneurship and economic growth.It is found in the research:technological entrepreneurship in the high?tech areas has come total representative;there are also some trends in changing in the scientific and technological entrepreneurship and the number of employees which have some similarity;the scientific and technological entrepreneurship and the level of innovation in the areas have the positive correlation:and the scientific and technological entrepreneurship and the upgrading of industrial structure also have the positive correlation obviously.At the same time,it is shown in the illustrative diagram clearly that the employees in the society,innovation,and the optimization and upgrading of industrial structure have similar developing trends obviously.Secondly,the mechanism analysis on the influence on economic growth of scientific and technological entrepreneurship.In this part,i mainly discuss and explore how the scientific and technological entrepreneurship influences the economic growth in theory,how to influence the economic growth,so that we can recognize the effect and mechanism of the influence on the economic growth of scientific and technological entrepreneurship in theory,and lie analysis basis and theoretical premise for the confirming of empirical cases in the following.Based on the analysis frame of Joseph Alois Schumpeter innovative model constructed by Aghion and Howit(1992a),we can classify the entrepreneurship(including different types of entrepreneurship)into the frame of the analysis of the mode,and further divide the entrepreneurship into normal entrepreneurship and scientific and technological entrepreneurship,by means of the deducing on the model,it can be founded that the more active of scientific and technological entrepreneurship,the larger of it in the percent of total entrepreneurship in the society,the higher it can promote the rate of economic growth in balance,which can testify the effect of economic growth of scientific and technological entrepreneurship in theory.By means of the clearing and analysis of theories and documents and the experience of part of developed countries,we have provided the possible channels and mechanisms of the influence on the economic growth of scientific and technological entrepreneurship,which are job creation,innovation promotion,and industrial structure optimizing,these three channels,they can promote the economic growth,which has the effects of employments,innovation,and structure optimizing.Thirdly,the empirical check of the influence on economic growth effect of scientific and technological entrepreneurship.By means of the panel data in the level of cities in China,we can analyze the relationships between scientific and technological entrepreneurship and economic growth in the empirical cases,to testify the finding of Joseph Alois Schumpeter endogenous growth model of last chapter in the theory,check the existence of growth effect of scientific and technological entrepreneurship in China,and give some gist in the level of experience.By means of the analysis on the scatter diagram,we can find that the scientific and technological entrepreneurship and economic growth have positive correlations obviously.It is found in the empirical researches that on the basis of controlling fixed capital investment,currency inflation,degree of regional openness,and scale of commercial development,the scientific and technological entrepreneurship can promote the economic growth in the local area prominently,it illustrates that the experience in the development of scientific and technological entrepreneurship in China can corporate with the experience in the development in America,Germany,and Israel,and scientific and technological entrepreneurship can promote the economic growth.It is shown in the various kinds of robustness tests,reference model has good robustness,and scientific and technological entrepreneurship can promote the economic growth in the cities.In the analysis of regional heterogeneity,compared with the scientific and technological entrepreneurship in the central and western regions,scientific and technological entrepreneurship in the eastern regions has more obvious effects in the economic growth.It reminds us that the higher development of the economy,the more power it needs to promote and encourage the scientific and technological entrepreneurship,so that it can distribute the effects of growth.At last,the empirical check of the three economic growth mechanisms in the scientific and technological entrepreneurship.In this part,based on the panel data of 31 main cities from 1997 to 2015,it the empirical cases,we can check if the scientific and technological entrepreneurship can influence the economic effects by means of the three effects,including employment effect,innovation effect,and optimization of industrial structure,which means that it can explore the mechanism and channel of the influence on economic growth of scientific and technological entrepreneurship.It is found in the research:(1)under the circumstance of controlling a series of important variables,scientific and technological entrepreneurship can promote the employment in cities prominently.There is obvious regional heterogeneity in the employment effect in the scientific and technological entrepreneurship,compared with the central and western areas,the employment effects in the scientific and technological entrepreneurship are mainly in the eastern areas,and they are not obvious in the central and western areas.(2)it is shown in the gist of experience in the panel data in the cities,when we control the important variables which have influence on the innovation in the cities,scientific and technological entrepreneurship can still promote the innovative ability in the cities prominently,which can display the strong power of scientific and technological entrepreneurship in the promotion of the innovation development in the cities.In the analysis of regional heterogeneity,we can find that scientific and technological entrepreneurship have prominent effect of innovation promotion in the eastern,central,and western areas,but it has large and obvious effects in the innovation of eastern areas.(3)based on the estimated upgrading index of industrial structure in the cities,it can be regarded as the measurement index for the optimizing of industrial structure,it is shown in the gist of experience,under the condition of controlling the normally used controllable variables in the documents,scientific and technological entrepreneurship can still promote the upgrading of industrial structure in the cities,and it is shown that scientific and technological entrepreneurship has strong power in the aspects of promoting the industrial transformation in the cities,and optimizing and upgrading of industrial structure.In the further analysis on the regional heterogeneity,it is found that the optimizing effects of industrial structure of scientific and technological entrepreneurship are mainly in the eastern areas,and they are weaker in the central and western areas.(4)by means of the empirical cases,they have checked the positive effects of the three mechanisms to the economic effects,and testified the robustness of three mechanisms on the influence to economic growth of scientific and technological entrepreneurship,and also confirmed the robustness of the analyzing result in the regional heterogeneity.It is found that the effects of the three mechanisms of scientific and technological entrepreneurship are prominent in the eastern areas,and the effects are more excellent.Based on the above conclusions in the research,in this paper,i will further put forward the policies and opinions on the growth effects of scientific and technological entrepreneurship in China,so that we can maximize the effects of economic growth in the scientific and technological entrepreneurship.The possible innovation points in this paper:Firstly,the researches in the paper try to widen the current research areas and perspectives by means of the relationships between the scientific and technological entrepreneurship and the economic growth,which is an important innovation point in this paper.Secondly,by means of the construction of theoretical model between scientific and technological entrepreneurship and economic growth,the theory can deduce the relationships of the effects of scientific and technological entrepreneurship and economic growth,and also by means of the clearing of current documents and the refining and combination of the related theories of the economic growth,we can analyze and conclude the possible three channels and mechanisms of the influence on economic growth of scientific and technological entrepreneurship.Thirdly,by means of the panel data in the level of cities in China,we can deeper analyze the inner relationships between scientific and technological entrepreneurship and economic growth,confirm the important promotion of scientific and technological entrepreneurship to the economic growth,further divide the samples into eastern,and central and western areas,so hat we can research the heterogeneity of the influence on the economic growth of scientific and technological entrepreneurship.At the same time,we can testify the three supposing mechanisms of the influence on economic growth of scientific and technological entrepreneurship provided by the theoretical analysis,analyze the various heterogeneity on the three mechanisms by dividing the areas,and then we can get the research conclusions with deeper political
