comparatively well-off.It will soon be achieved the first century-old goal about the third major historical leap from the comparatively well-off to the overall well-off.At this historical time,it is very necessary to carry out a forward-looking study on the economic development strategy of the next 30 years after achieving the overall well-off society,which is objective need of the building of China into a prosperous,strong,democratic,civilized,harmonious and beautiful modern powerful socialist country and achieving the second century-old goal.Strategic orientation is the premise of studying economic development strategy.The strategic orientation of economic development in China after 30 years of the overall well-off society can be summarized as the new stage of building all-round socialist modernization.This new stage is not only in the two century-old strategic directions of realizing the great rejuvenation of China,but also in the century-old strategic orientation of the socialist modernization construction after the founding of China,and also in the strategic position of advancing the third step of the modernization construction.In the 30 years of comprehensive construction of socialist modernization,China will become a prosperous,strong,democratic,civilized,harmonious and beautiful modern powerful socialist country and achieve the second centennial goal,which is not only to create a great miracle,deeply to influence the Chinese history,but also to provide new choices and plans for the process of world modernization.It has important political and international influence and far-reaching influence on the development of human society.In order to better study the economic development strategy in the new stage of building socialist modernization in an all-round way,this paper innovatively puts forward the "3s" strategic research model,which deeply study from three key aspects: economic structure,sustainable development and sharing development.Firstly,the paper analyzes the "3s" selection basement,and then discusses the starting point of "3s" strategic research model design from several aspects of non-economic power,non-beautiful China and non-high-income countries.Secondly,the paper discusses the objectives of "3s" strategic research model planning from several aspects,such as keeping the economic growth rate in the middle speed range,realizing the transformation of economic structure thoroughly,building a beautiful China,basically realizing common prosperity and entering the middle range of high-income countries.Thirdly,it analyzes the long-term,global,balanced and practical characteristics of the "3s" strategic research model.The first important content of the "3s" economic development strategy is the economic structure which include there key points about the scientific and technological innovation structure,the three major industrial structure and the open economic structure.As far as the scientific and technological innovation structure is concerned,in the 30 years of comprehensive construction of socialist modernization in China,it is necessary to form a leading scientific and technological innovation structure with a preemptive advantage based on primitive innovation,and to focus on making up the two short boards of human resources and information resources,making high level of financial,human and material resources for scientific and technological innovation resources input structure.We should pay attention to increase the cost performance through improving labor productivity and economic production per unit energy consumption,which form an optimized structure of scientific and technological innovation target performance and cost performance structure.While maintaining the steady development of the three scientific and technological innovation centers in the Pearl River Delta,the Yangtze River Delta and the Beijing-Tianjin-Hebei region,the important thing is to build four high level scientific and technological innovation centers which include Central China,Southwest China,Northwest China and Northeast China,which cover with a nationwide,east-west balanced,the North and South coordinated high level scientific and technological innovation regional distribution structure.As far as the three major industrial structure is concerned,in the 30 years of comprehensive construction of socialist modernization in China,the output of the service sector in GDP and the proportion of the productive service sector in the service sector are approximate 70%.We should build a powerful manufacturing country through improving the level of technological innovation of manufacturing industry,developing advanced and high-end manufacturing industry with intensive technology,transforming traditional manufacturing industry and building a world-class manufacturing base,etc.Raising the proportion of modern service industry and promoting the integration of producer services and manufacturing industry build a powerful service industry.In terms of the open economy structure,in the 30 years of comprehensive construction of socialist modernization,China should achieve the almost balance of payments,25% of total trade in services,and optimization of the internal structure of trade in goods and services.It forms the structure of bringing in and going out that the inflow and stock scale of introduction of foreign capital is steadily increasing,and the flow and stock scale of investment abroad is expanding step by step,and the quality of introducing foreign capital is constantly improving,and the investment abroad is more stronger.The coastal areas and landlocked areas and developed economies and developing economies stand in parallel with the opening of space structure.The second important part of "3s" economic development strategy is sustainable development.The paper constructs the "tunnel effect" model of sustainable development to explain the essence of sustainable development in the new stage of China’s overall construction of socialist modernization,which can′t sacrifice with the natural ecological environment,or make pollution first and then manage.It is necessary to advance the socialist modernization within the limits of the natural ecological environment system,which embodies the win-win situation of ecological effect,economic effect and social effect.The key to the "tunnel effect" of sustainable ecological development is to maintain ecological health by continuing to carry out restoration and protection projects in key ecological function area,and to promote ecological construction projects.At the same time,ecological agriculture,ecological industry and ecological services should be developed,and be promoted the ecological consumption.In order to guarantee the sustainable development and form the "tunnel effect",it is necessary for China to carry out the existing reasonable institution,improve the existing imperfect institution and design new reasonable institution in three aspects of source prevention,process control and terminal punishment in the 30 years of comprehensive construction of socialist modernization.The third important part of the "3s" economic development strategy is sharing development.The basic value orientation of sharing development of China’s comprehensive construction of socialist modernization for 30 years is fairness and justice.The main body of sharing development has "four plates" residents,urban and rural residents and relatively poor people,and scope refers to economic,political,cultural,social and ecological five aspects,and the path is to build and share.The focus of shared development is to realize rationalization of income distribution pattern by narrowing the income gap to an appropriate extent,expanding the middle-income group and improving the income distribution system.Through the equalization of basic public services,such as public education,social insurance,health care and so on,optimizing the structure of government financial expenditure and enriching the supply mode of basic public services,we can achieve the sharing of basic public services.To continue increasing income and to implement the equalization basic public services,those measures guarantee the sharing development of the relatively poor people.In addition,in order to promote the sharing development,it is necessary to construct the corresponding realization mechanism,such as the concept identification mechanism,the fair participation mechanism and the linkage promotion mechanism in the 30 years of comprehensive construction of socialist modernization. |
