Since The Founding Of The Strategic Goals Of China's Economic Development Research

Aiming at building China into a prosperous, democratic, civilized and modern socialist country, our Communist Party has made three economic development strategic objectives since the foundation of The People's Republic of China.In December of 1953, our party proposed the general line for the Transition Period and planned the objectives, which formed the first economic development strategic objective in the history of our party — Socialist Industrialization. In December of 1964, at the First Session of the Third National People's Congress, our party announced the second economic development strategic objective—to realize agriculture, industry, national defense, scientific and technical modernization(namely the Four Modernizations) at the end of the 20th century. This objective lasted till the 12th National Congress. After the Third Session of the Eleventh Central Committee, our party has conscientiously summarized the successful experience of economic development and historical lessons, scientifically analyzed the domestic international situation, and laid down the Three-step Strategy, which was based on the national conditions.The implementation of the industrialized economic development strategy has enabled our country to establish primarily the system of industry and enhanced the material base of national economic development. The realization of the Four Modernizations has made our country form a more completed industry and national economic system, which have laid a solid foundation for the development of national economy. We have already finished the first and second step of the three-step development strategy: people's living standard has changed from poverty to food and clothing towards the well-to-do level, the comprehensive national strength had been enhanced, and the level of modernization has improved further. Now, we are marching towards the building of a comfortable society in an all-round way.The ideology of the industrialized economic development strategy was originated from the "change the agricultural country into the economic country" strategy during the democratic revolution period, of which the starting point was to change our country's poor and underdeveloped situation and to break the isolation, surround and blockade of imperialist countries. This strategy has lasted for more than ten years. As a first practice, it bared the feature of initiative, exploration and unavoidable mistake. Our party has kept developing through innovation, explorationand summation of mistakes. In the course of realizing the industrialization, our party has realized that we could not merely depend on industrialization to get rid of poverty and backwardness or to catch up with or exceed the developed countries. Therefore, the Four Modernizations was considered to be the only way towards prosperity. "March.into the Four Modernizations, make contribution to the Four Modernizations" became the slogan of the people's struggle and action at that time. Because of the limitation of thoughts and the mistake of "pinko"(iiftjlj), there is much blindness in the process of realizing the economic development strategic objective of the Four Modernizations, which has left us a lot of thinking. We have made the three-step development strategy through the summation of experiences of socialist industrialization and the Four Modernizations. However, our party has never stop exploration. They had further developed the three-step development strategy according to the reality of development.Socialist industrialization, the Four Modernizations and the three-step development strategy formed a complete system and each came down in a continuous process. They composed the history of our economic construction development and represented people's grand hope of building China into a prosperous, democratic, civilized and modern socialist country. All in all, the research on the inner connection of the three strategies and the evaluation of the gain and loss has very important realistic meanings to the making and implementing the economic development strategy correctly, to mobilizing the people to participate in modern construction actively, to the building of a comfortable society in an all-round way, and to open a new epoch of socialism with Chinese characteristics.
