The Topic Of "competitive Neutrality" Of Economic Globalization And The Choice Of China's System

Competition policies are the foundation in the market economy.As a form of government public investment,state-owned enterprises should meet the requirements of competition policies.Competitive Neutrality requires to maintain a level playing field between the public and the private business in market competition.In the background of economic globalization,state-owned enterprises perform outstandingly in the global market and attracted increasing attention from the international society.The appeals to eliminate the competitive advantage of state-owned enterprises become louder and louder.Therefore,how to explain and treat the Competitive Neutrality issue has become an important issue faced jointly by the academic world and the government entities.Through analysis,this thesis aims to answer the following five issues:What causes the competitive neutrality issue?With the economic theory analysis of government intervention and the analysis method of law and economy,the author makes a proper definition of Competitive Neutrality,its connotation,extension and related concepts.The government needs to intervene in the market,because of market failures,fulfillment of necessary economic functions and promotion of economic development.If the government interferes with the market beyond a certain limit,it may create a problem of Competitive Neutrality.According to economic analysis,if the long-term net return of intervention is greater than zero,the government tends to implement intervention.Where does the c Competitive Neutrality rule come from?The Competitive Neutrality rule is not a new international trade investment rule.It comes from the anti-subsidy,anti-dumping rules,government procurement rules,the national treatment and pre-entry national treatment principles.In which position is China's Competitive Neutrality problems in the world?Through an analysis of national control,penetration rate of state-owned enterprises,and government intervention in network industries of 47 countries,and using datum of energy subsidies,competition advocacy,government procurement,and public-private partnerships,the thesis composes an international Competitive Neutrality analysis framework.The conclusion is in the five BRICS countries,Chinese government intervention in the economy through state-owned enterprises is slightly better than Vietnam and South Africa,similar to India and lagging behind after Brazil and Russia.Compared with developed countries,Competitive Neutrality behaviors of developing countries are generally worse.What breakthroughs should we look for in promoting domestic Competitive Neutrality reforms in China?By constructing industrial and regional Competitive Neutrality indicators,the thesis suggests that reforms should focus on several industries with more severe Competitive Neutrality problems,such as water,electricity,gas.and other public utilities.It is also suggested that China should choose more developed regions,such as Shanghai Free Trade Zone,as the trial areas to promote Competitive Neutrality reforms.How should China promote the Competitive Neutrality reform?China has the problems of inadequate compensation for state-owned enterprises in fulfilling the public service obligations,insufficient disclosure of public sector information,and low level participation of private capital in PPP projects.It is recommended that the principle of gradual and prudent security should be followed,and reforms of Competitive Neutrality should be promoted to further clarify the role of the government and state ownership.It also requires deepening the marketization in energy and resources industries,and accelerating the reforms of different types of state-owned enterprises in different approach.For a long period of time,the analysis of Competitive Neutrality issue mainly focus on discussion of the related laws and principles.The difficulty of this paper is to measure institutional phenomena,especially some hidden problems in operational level,making it particularly difficult to measure the degree of Competitive Neutrality.In order to solve this problem,based on the definition,connotation,and extension of the Competitive Neutrality issue,this paper uses the Institute,Structure,Conduct and Performance analysis framework,abbreviated as ISCP analysis framework,combined with factor analysis and analytic hierarchy process,and adopts international organizations released datum on product market regulation,competition advocacy,energy subsidies,and government procurement,and established an international Competitive Neutrality level measurement index.Through the measurement of the domestic Competitive Neutrality level,a Competitive Neutrality reform in China will be pursued.This article believes that the establishment of a Competitive Neutrality regulation system is conducive to China's state-owned enterprises to actively respond to the challenges of the economic globalization,to accelerate the process of Chinese socialist market economy,and to promote the formation of a new pattern of Chinese opening up as a whole.
