| Corn is one of three major grain crops in china. It is an important raw materials in industry and feed producing, which directly affects the production of national total food production and safety. Seeds is the premise and the basis of agricultural production. As the core area of hybrid corn seed production, Zhangye City maintains the stability of maize seed production area of100acres for three consecutive years. In2012the city’s corn seed production area reached102.53million mu with the production of461million kg. According to the single precision grain sowing terms, the production accounts for over50%of field corn seed around the nation. With the amount of output value of more than2.5billion yuan, it is the largest and the most famous and competitive corn seed production base, that has already established core position in national corn seed industry. But the corn seed industry in Zhangye City is still in the primary stage, which doesn’t match the needs in developing modern agriculture yet and still facing many problems. The main purpose of this paper is exploring the industry policy in the developing corn seed industry in Zhangye City.There are8chapters in this dissertation. The introduction part is mainly about the research background, significances, as well as methodology. The second chapter contains the important concepts, theories and the development of relevant policies, procedures, methods and programs which associated to this thesis. The third chapter is an overview of corn seed industry around world, China, Gansu. And the situation of this industry in Zhangye City has been especially highlighted in this part. The fourth chapter introduces the advantages, effectiveness and achievement in developing corn seed industry in Zhangye City, and summarizes the main practices and experiences in corn seed industry from a public policy point of view. In chapter five, from different perspectives of government, business and farmers, the author analyzed the development contradictions, shortcomings and the problems under the existing economic policies. The chapter six mainly summarized experiences from abroad and development trends in future corn seed industry. In chapter seven, according to the problems in corn seed industry in Zhangye City there are several suggestions and advises have been proposed. Such as:taking full advantage of R&D resources from universities and research institutes, guiding and encouraging enterprises to play a important role in technological innovation, increasing investment in scientific and technological research; increasing infrastructure construction by integration projects and funds; improving the supporting system so as to help enterprises and farmers to establish long-term win-win partnership; setting up relevant laws and regulations with the purpose of strengthen environmental protection as well as improving and perfecting supporting services regulatory system; establishing and improving relevant financial subsidies, loans, insurance systems in order to further protect the seed companies and farmers to be benefited, and to promote local seed industry in the long-term healthy development. |
