Research On The Openness Of China's Corn Seed Industry And Its Suitability

China is a large seed producer as well as a large seed consumer.Crop seed industry is the fundamental to ensure food security and promote long-term and stable development of agriculture,and it is also a national strategic and basic core industry.With the continuous deepening of the marketization of crop seed industry,foreign capital has accelerated the layout of Chinese seed industry market.Corn seed industry has become one of the most extensive areas for foreign investment.If corn seed industry is not open enough,it will not be conducive to growth and development.But if over-opening,it will bring industrial safety problems.Therefore,a correct understanding of the current situation of opening up to the outside world and the moderation of opening to the outside world,so as to ensure the corn seed industry and the national food security to the greatest degree are the urgent problem to be solved in Chinese corn seed industry,it is also the starting point of this paper.This paper uses qualitative and quantitative methods to analyze the opening level and appropriateness of Chinese corn seed industry.Firstly,the concept framework of the opening and moderation of corn seed industry is constructed,and the level of commitment,the level of realization,the moderation and the corresponding evaluation indicators are defined respectively.Secondly,from the positive and negative aspects,qualitative analysis of the impact of opening up on the corn seed industry in China.Then,through combing the development status of Chinese corn seed industry and the main process of foreign capital entering Chinese corn seed industry,the main problems of corn seed industry in the process of development and opening to the outside world are summarized.Finally,based on the conceptual framework and corresponding evaluation indicators,the empirical evaluation of the opening level of Chinese corn seed industry and the appropriate degree of opening to the outside world.The evaluation results show that under the background of more open policy of foreign investment and trade import in China,the commitment level of corn seed industry to the outside world is low,but relevant policies and regulations have the trend of being more open in recent years.Because of the low level of openness commitment,the level of opening up of corn seed industry is also low,many indicators show a downward trend.The evaluation results of moderation show that from the static point of view,the current corn seed industry in China is not open enough.From the dynamic view,the corn seed industry is developing in a relatively moderate direction,and the competitiveness of the national corn seed industry is promoted in the moderate open process.From the evaluation results of the level of openness and moderation,the corn seed industry still needs to be unswervingly open to the outside world in the future.Only by insisting on moderate openness can the industrial safety be ensured,and the competitiveness of the national seed industry should be continuously improved to meet the challenge of foreign investment.Accordingly,some suggestions are put forward to further enhance the competitiveness of national corn seed industry: to create a good environment for scientific and technological innovation,to optimize the structure of corn seed industry,to increase the support for the development of corn seed industry and to open up the overseas market actively.
