Study On Industrial Aggregation Level And Effect Of Urban Agglomeration In Central And Southern Liaoning

Along with the revitalization of the old industrial bases in Northeast China,the role of the central and southern Liaoning urban agglomeration(hereinafter referred to as “the Urban Agglomeration”)has become especially prominent in the Northeast region and in the Circum-Bohai Sea Economic Zone.It has become the economic center of the Northeast and guides the further development of the region's economy.The Urban Agglomeration has a solid industrial base and has obvious advantage in R&D and manufacturing.It should strengthen the local industrial aggregation model to show more obvious advantage,to attract more foreign businessmen,to transfer the global manufacturing industry to the Northeast,which would make industrial technology home in Northeast Asia,and promote the revitalization of the old industrial base in Northeast China.Therefore,the Urban Agglomeration shall further adjust its industrial structure,conduct in-depth research into the factors which influence industrial aggregation,put forward strategies for industrial aggregation accordingly,realize reasonable utilization of resources,build well-established modes for industrial aggregation,ensure long-term and stable development of the Urban Agglomeration,and promote optimization of regional industrial structure and economic growth.This paper refers to a large number of theories of urban agglomeration industrial aggregation.Combined with the industrial structure of urban agglomeration in central and southern Liaoning,the paper constructs an industrial aggregation level model.The industrial aggregation level is measured and the industrial specialization and diversification level of the region are quantitatively analyzed in order to identify a more efficient mode of industrial aggregation and to realize progress in the economic development of the Urban Agglomeration and a fundamental improvement of its comprehensive strength.Through a comprehensive and in-depth study of the urban agglomerations in central and southern Liaoning,it analyzes the economic benefits of a more reasonable industrial aggregation model,and rationally allocates various resources to maximize the potential value,thus promoting the development of regional economic strength.It calculates the diversification of the industry and the aggregation level of specialization,combined with the actual data of the urban agglomeration from 1997 to 2015 and the ISA and IDA indices,quantitatively verifies the industrial aggregation effect of the region.Then,through the reciprocal of the Herfindahl index,the aggregation index of industrial diversification in the region is gained,so as to truly describe the diversification level of the industry in the region,and comprehensively verifies the degree of the concentration of advantageous industries in the region by combining the indices of industrial specialization..By comparing the urban agglomerations in central and southern Liaoning with other urban agglomerations in China,this paper analyzes the industrial aggregation and establishes a relationship model between industrial aggregation and economic benefits,providing the most valuable basis for the industrial aggregation model of the urban agglomeration.Above that,through this research,it could also provide scientific data information for urban agglomeration industrial aggregation theory and industrial aggregation and economic development fit theory,and it is conducive to formulating more feasible policies.Industrial aggregation directly determines the economic development of urban agglomerations.This paper conducts relevant measurement tests by comparing the industrial aggregation and economic development of the region,so as to find out the most effective industrial aggregation model in the region,and use this as an industrial structure adjustment goal.The goal is to provide reasonable guidance for the economic development of the urban agglomerations in central and southern Liaoning.Main conclusions are as follows: 1.The industrial diversification aggregation has no obvious effect on the aggregation of the primary and secondary industries in the central and southern Liaoning urban agglomeration,and the industrial aggregation effect on the tertiary-industry is obvious.It is necessary to improve the service level of the tertiary-industry and increase the degree of specialization of the tertiary-industry.2.The economic growth rate of the central and southern Liaoning urban agglomeration is relatively low,and industrial diversification aggregation level should be kept within a reasonable range,increases investment,and improves the efficiency of capital and labor integration.3.The industrial advantages of the central and southern Liaoning urban agglomeration are outstanding,but the diversification level of the overall industry is insufficient.It is necessary to deepen the inter-industry interconnection through policy support,use industrial advantages to attract and promote various factors and build a diversified industrial structure,and give play to the advantages of the labor force to build diversified industrial structure and high-level development model in the region.4.It is necessary for the central and southern Liaoning urban agglomeration to promote regional industrial division of labor and cooperation,to carry out overall planning from the perspective of urban agglomeration,to achieve resource integration and complementary advantages in the region,to give play to the fundamentals of the market in resource allocation,and to promote the elements internal flow and optimized configuration in the region.5.The coordination within the central and southern Liaoning urban agglomerations is poor,and the correlation level of economic development is limited.It is necessary to strengthen the development of complementary industrial institutions,enhance the radiation capacity of central cities such as Shenyang and Dalian,and strengthen the economic ties between cities such as Yingkou,Panjin,Fushun,Anshan and Benxi.
