Research On The Development Function Positioning Of Xiongan New District

The establishment of the Xiongan New Area in Hebei Province is a major strategic deployment proposed by the CPC with President Xi at its core for harmonious development of Beijing-Tianjin-Hebei.This Area has same significance in the national level as Shenzhen Special Economic Zone and Shanghai Pudong New Area,functioning as a significant historic choice of strategy for the development of the whole nation.Initially,the establishment of Xiongan New Area is to solve the major contradiction of Beijing and to facilitate the harmonious development of Beijing-Tianjin-Hebei.As testifying and comparing repeatedly and roundly,Xiongan New Area gradually tends to solve the hidden danger caused by urban diseases of Beijing and excessive development of Beijing-Tianjin-Hebei,and to construct the urban area at the international level.According to the requirement of "Planning Outline of Xiongan New Area in Hebei Province",Xiongan New Area will be founded to be sound and livable,functioning as a leading area for innovation,a sample area for harmonious development and an advanced area for reform and opening up as well.This direction for development of Xiongan New Area qualifies the developing theory in the new era,which also shows the urges of developing the innovation and economy of the society.This paper will base on the western theory about space and Spatial Production Theory of Marx,Engels and Levebvre,consider the Xi jinping thought on socialism with Chinese characteristics for a new era,follow the requirement of the "Planning Outline of Xiongan New Area in Hebei Province".Based on the Grey prediction quantitative analysis,I will argue that the functional orientation of Xiongan New Area will resolve the conflicts of Beijing Non-Capital Functional Area,benefit the construction of urban area in Beijing-Tianjin-Hebei,and increase the overall capacity of Beijing-Tianjin-Hebei.This paper will be divided into 6 chapters.The initial two chapters will be academic analysis.The third and fourth chapters will compare and analyze the realistic environment in order to form an abstract expectation of the construction of the New Area.The fifth chapter will do the empirical analysis based on the data and models.The sixth chapter is a supplement to "Planning Outline of Xiongan New Area in Hebei Province".The main contents and results of this paper are as follows:Firstly,the chapter is an introduction presenting the background and the significance of this subject.This chapter will introduce the existing researches domestic and abroad of the situation of Xiongan New Area and resolution of Non-Capital Functional Area and innovative development of urban area.It provides theoretical support and practical reference for the planning and construction of Xiongan New Area under its functional orientation.The planning and construction of Xiongan New Area is based on the national strategic background,the coordinated development background of Beijing-Tianjin-Hebei,and the background of new urbanization in the country.It has a theoretical perspective on the overall situation,and promotes the practical significance of building a national strategic significance new district in China.Analyzing the literature on the functional orientation of Xiong'an New Area at home and abroad.With the help of non-capital functional zone research and literature review of national new district construction,we can understand the research on the functional orientation of urban innovation development.Secondly,the chapter analyzes the experiences of the functional orientation for development of urban area domestic and abroad.On the one hand,domestic research on the development path of Shanghai Pudong New Area and Shenzhen Special Economic Zone,with the gradual deepening of reform and opening up,Shenzhen Special Economic Zone and Pudong New Area not only serve as a window for reform,but also gradually shift its functional orientation from developing its own economy to leading the national economy.Openness;on the other hand,the success of foreign experience in seeing the possibility of the Xiongan New Area model,It also includes the pros and cons of the establishment of New Area or Special Economic Zone involving in the domestic researches.I will analyze the possibility of resolving the conflicts of the Beijing Non-Capital Functional Area with the establishment of Xiongan New Area based on the successful experience abroad.In this situation,It makes a conclusion which will draw on the advantages and avoid the disadvantages to optimize and develop the Xiongan New Area as best as possible.Thirdly,the chapter focuses on the multiple background of the establishment of Xiongan New Area,which means to introduce the historical background of the proposal of the establishment of Xiongan New Area.From the world's point of view,it is a stage of founding the urban agglomeration in the international level.The establishment of Xiongan New Area means a lot in the construction of the urban agglomeration in Beijing-Tianjin-Hebei,which also strengthens our nation.From the China's point of view,the imbalance of the economy between the North and the South has to be settled urgently.This needs the optimization of the construction and up-gradating of the products in the overall strategic arrangement.Xiongan New Area becomes a key opening the gate of the reform and transition of China.From the Beijing-Tianjin-Hebei's point of view,the establishment of Xiongan New Area will relieve the pressure of "Poverty belt around Beijing and Tianjin" and harmonize the development of Beijing-Tianjin-Hebei.From the orientation of Beijing's point of view,the establishment of Xiongan New Area will relieve the realistic pressure of t Beijing to promote it to function better as the capital of China.Fourth,the functional positioning of the development of Xiongan New Area is introduced in detail.According to the planning plan of the Xiongan New Area to be promulgated by the state plan,the Xiongan New Area shall establish a green ecological livable new city,an innovation-driven development leading zone,a coordinated development demonstration zone,and an open development pioneer zone.Xiongan New Area selects Hebei Xiongxian and An'an.Xinxian County and Rongcheng County have unique geographical and industrial advantages in undertaking the relief of Beijing's non-capital functional zones.Through quantitative analysis,according to the relevant indicators of their functional positioning,the status quo of Xiongan New Area is analyzed.The planning of the new district provides room for development.Finally,the article provides suggestions for the development of Xiongan New Area.Under the guidance of the new development concept,the plan for the Xiongan New Area is proposed in accordance with its functional orientation,from the six aspects of urban development,spatial layout,modern economic system,urban-rural integration development,urban culture and institutional system construction.The planning and construction of Xiongan New Area provides ideas on the details of the "Planning Outline",and also provides an analysis of the development of Xiongan New Area to achieve its functional positioning.
