Under the background of the new normal,mainly characterized by "medium high speed,superior structure,new dynamics,multiple challenges",China is faced with the new requirements of collaborating regional development,promoting the eco-economic coordination and transforming the driver of economic growth.The industrial eco-economic system,taking industry as the main research object,aims to realize the high level collaborative creation of ecological value and economic value.The cross-region collaboration optimization of industrial eco-economic system is the integration of the efficient allocation of regional production factors and the ecological and economic spatial synergy of industry development,and is the unification of the external manifestation and the internal mechanism of the ecological industry development.Therefore,exploring the cross-region collaboration optimization mechanism of industrial eco-economic system and seeking a new path of cross-region collaboration development are of great significance to implement the development concept of "innovation,coordination,green,open and sharing" and realize sustainable development.The thesis studies the cross-region collaboration optimization of industrial eco-economic system.Firstly,the connotation of cross-region collaboration development of industrial ecoeconomic system is expanded.Under the premise of spatial heterogeneity,the evaluation system of cross-region collaboration development of industrial eco-economic system is constructed from multiple dimensions.Furthermore,the influence factors of cross-region collaboration development of industrial eco-economic system is studied.From the perspective of regional development,combined with spatial heterogeneity and spatial spillover effect,the impetus of industrial structure and technological progress to ecological industry development of industrial eco-economic system is discussed.From the perspective of industry development,based on the industry heterogeneity,the evolution law of green total factor productivity is analyzed,and the source of green economic growth is revealed.On the basis above,multi-objective programming model of regional division and system dynamics model of factors optimal allocation and flow are constructed respectively,and the path to achieve cross-region collaboration development of industrial eco-economic system is explored.Firstly,evaluation of cross-region collaboration of industrial eco-economic system in China is studied,the connotation of cross-region collaboration development of industrial ecoeconomic system is expanded,and evaluation system from the five dimensions of economic growth,environmental technology efficiency,green total factor productivity,regional development level balance and regional development efficiency balance is established.On the basis of the difference of economic development level and ecological environment carrying capacity,the cross-region collaboration development degree of industrial eco-economic system in China is evaluated.The results show that: during the "10th Five-Year plan” and " 11 th FiveYear plan”,industrial eco-economic system of China has experienced unbalanced development stage.The gaps of regional development level and regional development efficiency between different groups,are relatively large;the difference within the economic developed group and the optimized development group is also large;the advantages of the economic developed group and the optimized development group are remarkable.During the "12th Five-Year plan" period,the overall collaboration development degree of regional eco-economic system in China has begun to improve,the regional gap has narrowed,and the potential of cross-region collaboration development of ecology and economy is huge.Secondly,under the background of spatial heterogeneity and industrial heterogeneity,the influence factors of cross-region collaboration development of industrial eco-economic system in China is studied.Incorporating spatial spillover effect and regional heterogeneity into the assessment framework of environmental impact,a spatial econometric model with significant advantages is constructed by decomposing the connotation of industrial structure and technical efficiency.From the viewpoint of industrial heterogeneity,a variety of production frontiers being constructed,the green total factor productivity is calculated comprehensively and decomposed,to deeply reveal the source of green economic growth.Considering regional correlation and heterogeneity,industrial heterogeneity,the model is more in line with the objective reality and the estimation results are more accurate and reliable.The results show that: the rationalization of industrial structure,the transformation of industrial structure to service industry,the upgrading of industrial structure to high technology,the improvement of technical efficiency and the technological progress promote the ecological development of industry.There is a big difference of green total factor carbon productivity among China’s industrial sectors,and the industry with low pollution and high technology characteristics is the technology leader.The technological progress of industry is very fast,and gradually becomes the main driving force of green total factor productivity growth.The gap between low technology industries and industry with common frontier technologies continues to expand,as well as the high pollution industries.The adjustment of industrial structure and the improvement of environmental technical efficiency are the main driving forces for the realization of crossregion collaboration development of industrial eco-economic system.Based on the above,optimization of regional division under the comparative advantage of factor endowment is studied.Serious environmental pollution problems resulted from the championship mode of regional development is avoided by incorporating the environmental factors into the research framework of rational division,ecological and economic conflicts is resolved.Considering the comparative advantage of factor endowment,multi-dimensional ecological and economic goals are introduced,and mathematical programming model is established for industries and regions with different ecological and economic characteristics.The results show that: compared with the single goal of economic benefit or ecological benefit,under the goal of balanced development of economy and ecology,economic output,resource consumption and pollution emission are relatively optimal,and intensity of resource consumption and pollution emission are small.In the view of sustainable development of economy and ecology,ecology is not only the restriction of economic development,but also the goal of economic development.In order to realize the collaboration development across regions,the industrial structure is optimized in the whole objective region to promote the regional division,improve the productivity of each region,and form the collaboration development pattern between different regions by complementary advantages,division and cooperation.Finally,optimization of factor allocation in industrial eco-economic system is studied.Incorporating the industrial correlation factors of industry into the system dynamics model of factor allocation,the path of regional collaboration optimization of industrial eco-economic system is provided.Through the analysis of configuration of labor,capital and technology and so on,the allocation efficiency of traditional factors,such as labor and capital,is improved,as well as efficiency of factors such as knowledge and technology,and the improvement of green total factor productivity of regional collaboration development of industrial eco-economic system is achieved.The results show that: under the constraints of regional development demand and ecological carrying capacity,the factor allocation pattern considering both equity and efficiency is more conducive to the realization of regional collaboration development.In this mode,the regional economic and ecological amount and efficiency are sustainable,and green total factor productivity is improved rapidly,thus shorten the realization time of regional collaboration development.
