This article bases on the present state of development of social security housing in Chengdu for specific demands and actively explores the feasibility and necessity of promoting affordable rental housing in the development zone. And on this basis, it studies the development and management model of affordable rental housing and further more, improves social security housing system in Chengdu and achieves sustainable development in the development zone.The text starts with the basic models of solving housing problems at home and abroad, comparing both models and based on the stable housing demands of Chengdu’s world’s top 500 or other power companies indicates the necessity and urgency of developing and building a local security housing system with distinct Chengdu characteristics—affordable rental housing in the development zone; Then, for the current situation and problems of local affordable rental housing development, the author presents the development and management model of promoting affordable rental housing in the development zone with the participation of social capital; In addition, by conducting a comprehensive demonstration of the model’s feasibility, main contributions, state of development and system management mode gives a comprehensive evaluation on this model; In the end, the author gives a comprehensive description and explanation on an affordable rental housing project in a development zone as an example.When comparing and analyzing the domestic and foreign models, the author considers that the affordable rental housing is obviously more scientific as it has an exit mechanism. Concerning this, the author proposes a solution to conflicts in the supply and demand of social security housing system in Chengdu:to change the current "tripartite division" housing security system to the "Quartering" security housing system, and it is necessary to vigorously promote the affordable rental housing.In demonstrating the feasibility of the development model of affordable rental housing in the development zone, the author relies on the land and other preferential policies in the development zone, and focuses on the operability, economy, legality, possibility of end-customers’ participation in the development, government revenues and the construction of scientific management system of this model: under certain preferential conditions and in the name of the group lease as a breakthrough point, inviting world’s top 500 and other key enterprises involving substantively throughout the development the project. Government gains primarily come from fixed-share of income from the compensated transfer of land-use rights, tax revenue produced by expanded employment and fixed-share of property right sales possibly in the case of land property change and so on.Considering the necessity and feasibility of the involvement of social capital in the affordable rental housing development model in the development zone, the text focuses on analyzing the rising problems in the social security housing development process in Chengdu, such as single funding source, long development cycle, excessive pressure on the recovery of investment and so on, and proposes an approach and breakthrough point of social capital involvement in this model, that is, using systematic and professional technique and innovative initiative of social capital, implementing "tripartite division of powers" that is, the property rights, management rights and use rights belong to the Government, the developing and operating enterprises and end-consumers respectively. Thus, it is of great significance in solving the bottleneck problems in the development zone, alleviating conflicts between government and enterprises and achieving sustainable development in the development zone.Finally, the author reaches the conclusion that:affordable rental housing is one of the effective approaches to solve the existing problems in social security housing system in Chengdu. For specific regions and customers’extensive demands and relying on a variety of policies in development zone, the author introduces the great practical significance social capital participation in development and scientific management of a pilot affordable rental housing project release. Affordable rental housing development and management model in development zone have obvious economic and social benefits. Under the successful operation of the project in this model, the innovation of this model can have demonstrative effects.
