"Food,clothing,housing and transport"——basic necessities of people's life.Now,we have solve the problem of food and clothing,so housing problem is the most eager to solve. Housing problem have been contained in the twelfth five-year-planning outline for national economic and social development of the People's Republic of China,as the most important problem of People's livelihood issues. Affordable housing is the focus of the society and attention, especially two leasing types:public rental housing and the low-cost housing. In the future for a long time,we will build affordable housing to improve the guarantee object's living conditions, Main is leasing type affordable housing. However,our affordable housing developed slowly and implemented in a short time.So it is crucial to researching the system of affordable housing and providing policy advice for government agencies for the development of affordable housing. based on this objective,This paper summarizes the public housing's success experience from China overseas regions and countries.Thus,specially study on the affordable housing,such as the mode of operation, the financing way,build way,into and exit mechanism, etc. It is expected to be able to give government agencies to provide practical, workable policy Suggestions.Firstly,this paper selects the Hong Kong, Singapore, Japan and the United States as public housing research object, Comprehensively consider the regional, social history and culture, economic development model, and other factors, to analyze and summarize the characteristics and decide which can be used for reference,Secondly, it Puts forward the both macroscopic and microscopic operating mode,through Through analysing the existing problems and the insufficiency in the affordable housing of the operating mechanism in our country and referencing the foreign successful experience. In other words, in macroscopic,we can take China's "the central leadership of the local implementation respectively" mode,and in microscopic, Suggests places department adopt the agent of the model construction house. Thirdly, through analyzing the situation of the into and exit mechanism about the low-cost and public rental housing in difficult, and Combining foreign successful experience, I put forward their own views of each link, which expected to be able to put the good affordable housing at a final, and ensure fairness, justice and openness of the distribution of social welfare.Finally, according to their respective features of the low-cost housing, we put forward the concept of the new "low-cost housing". By the matrix game analysis between local governments and property developers, it suggested that the government should actively participate in construction, and actively encourage developers participate.
