Urban planning as a basic tool of the government in the field of spatial governance,has been incorporated into the modernization reform of "national governance".The transformation from "technical" planning to "governance" planning is inevitable.However,the real dilemma is that the "technology" approach to urban spatial problems has been familiar to the urban planning community,while the "governance" approach is relatively vague.Therefore,exploring urban planning from "technology" to "technology" and "policy" dual attributes of governance planning has become an important topic in the field of urban planning.The research is based on the space governance in the new era,takes urban space resources as the research object,takes "property rights" as the theoretical tool,launches theoretical and practical research around "property rights incentive" of "redistribution",and explores the realization path of planning transformation.Based on this,the research is carried out according to the following logic:(1)Questions on planning transformation.Under the background of the new era,this paper raises the question of "re-allocation" of urban existing space resources,and puts forward "What is the planning of the new era as a tool of spatial resources allocation?" The problems,and thus launched the relevant literature review and basic theory research.(2)The "basis" of research and argument.Based on the problem orientation,this paper focuses on the "property right" problem in the process of "reallocation",introduces "property right transaction" and "property right operation" to interpret the "reallocation" process of spatial resources,and then puts forward the "property right incentive" method,and constructs a matrix decision-making model of "property right incentive" utility evaluation based on two dimensions of "transaction cost" and "comprehensive benefit".Two cases of "initial allocation" dominant period and "re-allocation" dominant period are selected for analysis,and the reality that the process of "re-allocation" is constrained by the increase of transaction costs and the limitation of comprehensive benefits is demonstrated.(3)Solutions to difficulties.Firstly,based on the analysis of theory and practice,this paper explores the path choice of "property right incentive" to cope with the predicament of urban spatial resource redistribution,and builds a theoretical framework based on the key elements such as incentive conditions,mode,income distribution and logical mechanism.Secondly,it designs three kinds of "property right incentive" policy tools,namely "function adjustment","capacity incentive" and "space replacement".Finally,three cases are selected to obtain data through investigation and research methods.Matrix decision model is used to evaluate the effectiveness of three "property rights incentive" tools.(4)Purpose of path exploration.Finally,the research points to the "governance" planning ontology based on the process of urban spatial resource redistribution,explores the effectiveness of "incentive" methods and tools,and constructs the theoretical and practical path of urban planning from "technology" to "technology" and "policy" dual attributes of governance planning.There are two innovations in this study: one is to introduce "property rights transaction" and "property rights operation" to analyze the process of "re-allocation" of urban spatial resources,and then put forward "property rights incentive" methods and tools to cope with the dilemma of "re-allocation";the other is to explore the path of realizing "property rights incentive" methods and tools to explore the transformation of urban planning from "technology" to "governance".Based on the theory and practical path of the model,the transformation direction of urban planning from rigid regulation "control" to flexible incentive "governance" is put forward.There are also two main deficiencies in the study: one is the deficiency of quantitative analysis.Limited by the limitation of knowledge,this paper does not make a thorough theoretical traceability and quantitative proof of the reality of the new institutional economics and its related theories in the analysis of China's problems.Instead,based on the existing research,it adopts a qualitative and quantitative combination method to quantitatively evaluate the feasibility of "property rights incentive";secondly,it lacks in the innovation of policy tools.Although the theoretical framework and Implementation Path Based on "property rights incentive" are put forward,it is a pity that three representative tools are selected based on the combing of domestic and foreign policy tools and the realistic demands of their implementability.Research begins here,not just here.This topic coincides with the new era,which not only echoes the background of the era of reform,but also lays the foundation for future in-depth research.
