| Manufacturing is the foundation of economic development and sustained prosperity of a country.The reason why our country is known as the "world factory" depends on the manufacturing industry,anddepends on the support of tens of millions of small and medium manufacturing enterprises(Hereinafter abbreviated as SMMEs).However,generally speaking,China's manufacturing industry is still now in the middle and low levels of international division,the "big but not strong" issue is very serious;the task of relying on innovative development to promote the quality upgrade of manufacturing is urgent.In order to pursue the transformation and upgrading of China's economy,and realize the new industrialization,it still relys on making China manufacturing solid and strong,still must start from the foundation of SMMEs.Under the new normal economy,due to the constraint of subjective and objective conditions of poor foundation,weak foundation,lack of resources,little experience and high risks,the pace of transformation and upgrading of China's SMMEs is still slow,and the overall dynamic and vitality of innovation development are still insufficient.In support and help SMMEs innovation and development,how to make good use of macro-control tools and maximize the release of policy dividends and better,faster,more effectively stimulate the motivation and vitality of SMMEs' innovation and development to make them become the leading force of " mass entrepreneurship and innovation" has always been an important issue for all levels of government to pay close attention to and explore actively.This paper takes the optimization of government's macro-innovation regulation as the research angle,takes SMMEs as the research object,and takes the independent innovation motivation of SMMEs as the core research proposition.Around the research mainline of "Why to stimulate? What level now? Why so? Why can? How should stimulate? How to avoid risk? How to stimulate? ",using the combination of theoretical analysis and empirical research,qualitative analysis and quantitative analysis,and the methods and model of grey system theory,economic control theory,econometrics,game theory,thispaper makes a deep and systematic research on the theoretical and practical problems of SMMEs' independent innovation motivation in china.The main research contents and results are as follows:(1)Through the independent innovation dynamic evaluation and comparative analysis of region and industry,this paper answered the question of what kind of level and distribution characteristics of China's SMMEs independent innovation dynamic.Evaluation results show that from the angle of regionthe independent innovation dynamic performance of China's SMMEs can be divided into four matrix grey types,which are "High Behavioral Activity-High Achievement Richness","Medium Behavioral Activity-Medium Achievement Richness","Medium Behavioral Activity-Low Achievement Richness",and "Low Behavioral Activity-Low Achievement Richness".From an industry perspective,it can be divided into five matrix grey types,which are "High Behavioral Activity-High Achievement Richness","Medium Behavioral Activity-Medium Achievement Richness","Medium Behavioral Activity-Low Achievement Richness","Low Behavioral Activity-Medium Achievement Richness",and "Low Behavioral Activity-Low Achievement Richness".Moreover,whether on the regional or on the sector level,nearly three quarters are all at intermediate or low level.So in order to speed up the establishment of an innovative country,this presses us to change the low and weak reality of China's SMMEs independent innovation dynamic level,and strives to promote the overwhelming majority of small “move” gets up and "live" gets up in the field of independent innovation.(2)Through the research on the factors that restrict the independent innovation dynamicof SMMEs in our country,this paper answered the question of what factors lead to the relatively low level of the independent innovation dynamicof SMMEs in our country.Through the analysis of literature,the influence factors are generalized as 5 aspects and 19 factors,which is the feature layer,independent innovation consciousness and ability layer,resource layer,support layer,as well as the market and competition layer.Through empirical investigation,using principal component analysis 10 key factors are extracted from the 19 factors.Moreover,using multiple regression analysis10 key factors are divided into 6 most important factors and 4 secondary factors.Among them,these factors are the most important,including the degree of market acceptance of independent innovation products is unknown,Intellectual property protection system imperfect and worried about the results have been copied,Enterprise technology ability is not sufficient to support the independent innovation,Lack of organizational management capability in enterprise innovation,the income of independent innovation is high,Investment in independent innovation is large.(3)Through the research on the dynamic characteristics of SMMEs independent innovation dynamic,this paper answered the question of whether the independent innovation dynamic of SMMEs is feasible and whether it can be stimulated effectively.The results show that the independent innovation dynamic of SMMEs is controllable andcan be motivated.It is possible for the government to stimulate the independent innovation dynamic of SMMEs by means of innovation policy tools.Scientific and effective government regulation has certain amplification and enhancement effect to enhance the independent innovation system dynamics of SMMEs.It can not only reduce and remedy the defects of market automatic adjustment,but also can play a role in stimulating and enhancing the independent innovation system dynamics of SMMEs,and can promote the independent innovation system dynamics of SMMEs to jump from a balanced state to a higher equilibrium state.(4)Through the research on the excitation mechanisms design of the independent innovation dynamic of SMMEs,this paper answered the question of what kind of stimulation principle and goal direction should be followed and grasped in the optimization design of government policy when stimulating the independent innovation dynamic of SMMEs.The results show that at the time of the excitation mechanisms design,the government must grasp two basic starting point and footing,namely it is beneficial to the improvement of dynamic structure and the increase of dynamic-combined strength.The government must be highly concerned about and firmly control the process standards and the effectiveness and quality objectives,namely it must strive to make that the amount of positive stimulus used for regulation is at least(?)times as that of the negative stimulus,in this z is the desired level of the government.The government mustfirmly grasp the force point and direction of the policy,namely it should take the whole optimization and improvement of the dynamic structure as the overall direction of the excitation mechanisms design,take the negative stimulus reduction of the dynamic structure as key breakthrough direction,and take the positive stimulus increase as long-term main target.(5)Through the research on the moral hazard in the support of the independent innovation motivation of SMMEs,this paper answered the question of how to ensure the good intentions and enforcement rigidity of the government's support and encouragement policy from the theoretical level.In order to maximize the positive incentive effect of incentive policy,and stimulate SMMEs to choose independent innovation with the strongest reaction probability and implement independent innovation by the largest efforts and the most dynamic,this paper constructs two-stage dynamic game model of group innovation competition and studies the enterprises characteristics and participation constraints.In order to minimize the negative effects of SMMEs independent innovation moral hazard,this paper constructs the constraint-penalty game model,and discusses the timing,intensity and cost optimization of the constraint penalty.(6)Through the research on the Countermeasures of stimulating the independent innovation dynamic of SMMEs,this paper answered the question ofhow toactivate systematically and effectively the independent innovation vitality and momentum.The research shows that fully stimulate the independent innovation power of SMMEs,it is necessary to accurately implement the strategy in each link of its own innovation interest chain.The main measures are as follows: The first is optimizing the Innovation interests create environment and increasing the independent innovation condition of SMMEs.The second is boosting innovation benefits and stabilizing the independent innovation revenue of SMMEs.The third is strengthening the protection of the interests of innovation and security for SMMEs independent innovation gains.The forth is improving the interest's distribution orientation and promoting the sharing of SMMEs independent innovation interests.The fifth is strengthening the prevention and control of moral hazard to continuously enlarge and release the positive effect of stimulating policy. |
