Since the reform and opening-up policy,the Chinese government has always regarded road traffic construction as an important means to promote regional economic development,gradually breaking the bottleneck of transportation,continuously increasing the total volume of road traffic infrastructure,and rationalizing the layout of road networks,laying a solid foundation for the rapid development of China's social economy.However,as a big economic and geographical country,the differences between the eastern,central and western regions of China and between provinces in terms of economic development,social culture,industrial structure,and resource endowments are relatively large.The big difference,which also makes the quantity and quality disparity distribution of China's road traffic infrastructure.Although the past mode of traffic construction at the expense of social justice has promoted the rapid development of China's road traffic,it has also led to the continued expansion,salience and steady solidification of the development gap in China's road traffic infrastructure while creating an economic miracle.If this trend is not effectively controlled,it will cause funds,talents,and technology to concentrate in the areas with well-developed transport,exacerbate social injustice and environmental degradation,and impede the overall progress of all aspects of economic and social development and regional coordinated development,thus affecting the overall economic efficiency of the country.At present,China is in a critical period of building a moderately prosperous society in all respects,pledging efforts to achieve its first century of struggle,and marching into its second century of struggle.In addition,the main contradiction of society has been transformed into the contradiction between the people's growing needs for a better life and the development of inadequate and imbalances,and focusing on solving the problem of insufficient and unbalanced development is the key work at this stage.Under this background,unbalanced and inadequate development of road traffic infrastructure has increasingly become a manifestation of major contradictions in China's society.Thus,it is of theoretical and practical significance to propose the research timely,which studies on the formation mechanism and adjustment strategies for non-equalization of road traffic infrastructure,for promoting the regional sustainable and coordinated development,social stability and achieving two centenary of struggle.First,this study measures the development gaps of road traffic infrastructure between 31 provinces(municipalities,autonomous regions)and China's Eight Economic Zones based on the models of Gini Coefficient method.In addition,this study derives the Gini Coefficient of road traffic at the national and eight regional levels and analyzes their changing trends to explore the changes of long-term non-equilibrium for road traffic infrastructure in each region.Further,in order to measure the contribution of different factors to the overall gap,this article employs the decomposition method of Gini Coefficient to decompose the non-equilibrium of China's road traffic infrastructure by sources,and finds out the key sources of non-equilibrium for China's road traffic infrastructure.Second,based on the perspective of qualitative analysis,this study analyzes the causes of China's road traffic non-equilibrium from five aspects: traffic management system,resource endowment differences,economic disparity,fiscal decentralization,and differentiated regional policies.Moreover,from quantitative analysis,this article constructs the econometric model to empirically examine the causes of road traffic non-equilibrium,thus accurately analyzes the causes of China's road traffic non-equilibrium.Third,this study proposes a three-dimensional conceptual model of supply,demand and commonality of road traffic non-equilibrium combined with the results of the analysis on the causes of road traffic non-equilibrium.Furthermore,the article constructs the analysis framework that includes the supply influence(government role),demand influence(demand conditions),and common influence(regional environment,production factors,and foreign trade)for the formation mechanism of road traffic non-equilibrium.Based on this,the PLS-SEM method is employed to empirically examine the formation mechanism model of China's road traffic non-equilibrium,and attain the mechanism and path of road traffic non-equilibrium.Finally,this study puts forward the regulation thinking of moderate non-equilibrium for road traffic infrastructure.Specifically,this article introduces the reasonable scale of road traffic determined by territory coefficient method into the Gini Coefficient based on the combination method,and designs the moderate non-equilibrium index and evaluation standard for regulation of road traffic non-equilibrium.In addition,on this basis this study empirically analyzes the moderation and regulation of China's road traffic non-equilibrium,and proposes policy recommendations for adjustment strategies of China's road traffic non-equilibrium combined with the cause analysis and mechanism study of road traffic non-equilibrium.This article follows the research route of "status analysis-trend study-cause analysis-mechanism research-policy suggestion",and takes China's road traffic infrastructure as the research object.Based on the empirical research and normative research methods,this study considers the development and changes of road traffic infrastructure from a non-equilibrium perspective,and reveals the main reasons behind China's road traffic non-equilibrium.Furthermore,this research explores the formation mechanism and conduction path of non-equilibrium,and proposes policy recommendations for adjustment strategies of China's road traffic non-equilibrium based on the concept and approach of moderate non-equilibrium.This study not only enriches the intensional system and application scope of the related non-equilibrium theory,but also contributes to the deepening of the research in the field of infrastructure and expanding the thinking and paradigm for research in the infrastructure industry.Additionally,the research results can also provide theoretical support and decision-making reference for the realization of urban-rural infrastructure integration and equalization of public services in China's new urbanization construction.
