The problems of road traffic congestion can be resolved by expanding the supply of traffic and enhancing the traffic demand management. Road traffic congestion pricing is one of the most effective traffic demand management means to alleviate the urban road traffic congestion, and it is the focus of traffic management research. Reasonable charge is helpful for adjusting traffic structure, reducing trips, and realizing the balance of traffic demand in time and space to achieve the final purpose. So, the research in road traffic congestion pricing is very important.This paper analyzes the formation mechanism, feature, necessity and feasibility of charges of urban road based on urban road traffic congestion theory, and proposes several problems in the implementation of congestion charging. Moreover, the factors on congestion charging include external congestion costs, traffic, traffic demand elasticity, urban economic development level, and environmental constraints are raised. This paper summarizes the current road traffic congestion pricing models and their merit and demerit and then put forward the dynamic equilibrium pricing model and its algorithm. Finally, this paper verifies the dynamic equilibrium pricing model by constructing an urban road network, and distinguishes the difference between pricing value and actual pricing value.Through the study of this paper, we find that dynamic equilibrium congestion pricing model can meet the practical requirements of urban road network well. As the method is converging, we can find road sections charges satisfy certain convergence through the iterative. As the iteration number increases, the fluctuation diminishes, or even disappears. Moreover, only road section flow closes to road section environmental capacity the charge is not zero, otherwise is not to need to charge.
