With the frequent occurrence of agricultural product quality problems,how to ensure the " safety on the tip of the tongue " has become one of the major issues that governments urgently need to resolve.Agricultural product quality control covers the whole industry chain from "field" to "table",but the source of agricultural product production is the key and difficult point of the whole quality control chain.Small-scale farmers are the main body of China's agricultural production and management,and will exist for a long time,which means that the quality of agricultural products should be based on the production behavior of thousands of small-scale farmers.but small-scale farmers have natural defects in agricultural products quality control.The Agricultural Cooperative Organization is an important carrier to guide small-scale farmers to integrate into modern agriculture.The cooperatives establish a“ risk sharing and benefit sharing” benefit linkage mechanism with farmers,to coordinate the farmers to the agricultural product industry chain.In order to meet the growing market demand for high-quality agricultural products,the Agricultural Cooperative Organization promotes the agricultural product certification of "three products and one standard",provides specialized services,and engages in the acquisition,processing and sales of agricultural products in accordance with the contract.Farmers produce agricultural products in accordance with production specifications and quality standards.When farmers perceive the support from agricultural cooperative organizations,in return,farmers make quality commitments and standards compliance,effectively improving the quality and safety of agricultural products.What mechanism does the cooperative affect the quality control behavior of farmer's agricultural products? How about the effect? The answer to the above question is a key of understanding to rely on cooperative organizations to promote quality control of agricultural products.Based on the above background,this study takes the kiwifruit cooperative as an example,and uses the multi-dimensional theory of agricultural industrialization theory,organizational support theory,and agricultural product quality control as the guidance.Based on the survey data of 573 farmers in Meixian County,Shaanxi Province,which is the main producing area of kiwifruit.Using a variety of mathematical models and empirical analysis methods,explores the mechanism and effect of organizational support on farmers' pesticide and fertilizer reduction use behavior,agricultural product quality control technology adoption behavior,standardization compliance behavior and agricultural product quality control effect.Put forward to promote agricultural cooperation organization development and improve the quality control level of agricultural products.In order to provide theoretical and empirical support for the innovation and policy optimization of China's agricultural product quality control system.The main conclusions of this paper are as follows:(1)The Kiwifruit planting rate is as high as 97.40% in the sample area,but small-scale planting is still the main type and relatively dispersed.The average cultivated area of the growers is 5.88 mu,and the concentrated continuous planting only accounts for 21.11%.Growers pay more attention to the quality control of pesticides and fertilizers.When famers purchase pesticides and fertilizers,the first consideration is the effect of increasing production,accounting for 47.67%,followed by food safety,accounting for 33.51%.In the process of using pesticides and chemical fertilizers,more than half of the farmers mainly follow the instructions to grasp the dosage.50.17% of the growers use the swelling agent.7.32% of the growers use the ripening agent.Agricultural cooperatives are the main industrial organization for kiwifruit cultivation,45.30% of growers participate in local agricultural cooperatives.The motivation of participation is to obtain market information,obtain technical assistance,stabilize acquisition channels and expand sales scope,with frequency of 50.58%,61.49%,62.07% and 53.45%,respectively.82% of the growers received agricultural services provided by cooperatives,56.37% received technical training,and 67.43% of the growers considered that they provided sales services.(2)Among the 573 valid samples obtained in this survey,kiwifruit certified households accounted for 44.12%,and more than half of the farmers only carried out single-item certification.All certified households accounted for only 22.69%.Cooperatives and local governments are the main bodies of product certification.Growers agree that product certification is helpful to establish production standards,raise prices and expand markets.70% of growers believe that certification has an impact on their production decisions.82.46% of the growers understand the regional brands,and 56.08% used the regional brand.74.53% of the growers believe that they could raise the purchase price,and 55.81% of the growers believe that they can make the market sales better.37.14% of the growers participated in the order production,and 89.51% of the orders are signed for one year.The main reason for farmers to participate in the order farming is stable sales and stable prices.Order participation has an important impact on farmers' variety selection,the use of agricultural materials,pesticide and fertilizer reduction use behavior and the adoption of new technologies.(3)Using the endogenous transformation regression model,from the perspective of fertilizer and pesticide use,this paper explores the impact of organizational support on the factors quality control behavior in kiwifruit production.The study found that organizational support significantly negatively affected the number of pesticides and fertilizers used by farmers.For every 1 unit increase in organizational support intensity,the number of pesticide use and fertilizer use decreased by 0.9888 and 0.7942 for non-participating farmers.The number of pesticide use and fertilizer use decreased by 0.3363 and 0.2393 respectively for participating farmers.Organizational support can affect the amount of pesticide and chemical fertilizer use through farmers' participation in order production.Considering the counterfacts,the average processing effect of participating in order agriculture on the amount of pesticide use is-0.0949,and the average processing on the amount of fertilizer use is-0.0385.This means that the organization support can restrain farmers' behavior and reduce the use of fertilizers and pesticides through the norms of contract orders.(4)The intermediary effect model was used to investigate the mechanism and path of organizational support influencing standardized compliance behavior in the production of kiwifruit.The results showed that organizational support had a significant positive impact on farmers' standardization compliance behavior,that is,the stronger the perceived organizational support of farmers participating in agricultural cooperatives,the higher the degree of compliance with standards in the process of Kiwifruit cultivation.Orders participation and "three products and one standard" certification have some mediating effects on the relationship between organizational support and farmers' compliance behavior in standardized production(compliance willingness and compliance degree).Among them,the intermediary effect of order participation accounted for 34.49% and 5.27% of the total effect,respectively.And the mediation effect of "three products and one standard" certification accounted for 25.07% and 4.32% of the total effect respectively.Order agriculture and product certification can not only solve the production constraints faced by small farmers and reduce market risks,but also make specific provisions on product production behavior and product quality in advance,which can play a guiding role in farmers' quality control behavior in production process.(5)Using Heckman sample selection model,we explore the mechanism of organizational support on farmers' quality control technology choice behavior of kiwifruit.The study found that farmers have a high willingness to adopt quality and safety control technology.The proportion of farmers willing to adopt quality and safety control technology is 68.76%,but only 38.74% of them actually adopt quality and safety control technology.There is a deviation between willingness and behavior.Organizational support has a significant positive impact on farmers' willingness to adopt and adoption degree of quality and safety control technology.From the perspective of organizational support,emotional support has a significant positive impact on farmers' willingness and behavior to adopt quality and safety control technologies.while instrumental support has a significant positive impact on farmers' willingness to adopt quality and safety control technology,but has not significant impact on farmers' adoption degree of quality and safety control technology.Different latitudes of organizational support have different effects on different attribute quality control technologies.Emotional support has a significant positive impact on artificial pollination technology,biological control technology and rational load technology.While instrumental support has a positive impact on the adoption of artificial pollination technology and rational load technology,has no significant impact on the adoption of biological control technology.(6)The quality control effect of agricultural products is divided into two aspects: quality attribute and safety attribute.The effects of organizational support on the quality control effect of farmer's agricultural products are investigated by using binary Probit model and ordered Probit model.It was found that organizational support had a significant positive effect on quality attribute control.Instrumental support and emotional support have significant positive effects on the indicators of quality attributes such as "certification" and "pesticide residues are small".Emotional support has a significant positive effect on "how about your own quality",while instrumental support has no effect on "how about your own quality".Organizational support also has a significant positive impact on the effectiveness of security attribute control.Instrumental support positively affects the "low toxicity of pesticides" and negatively affects the "use of swelling agents".Emotional support positively affects the efficiency of pesticides and the toxicity of pesticides,and negatively affects the use of ripening and swelling agents.Marginal effect analysis shows that: For each additional unit of organizational support,the probability of less pesticide residues increased by 7.17%.the probability of high pesticide efficiency increased by 6.59%.the probability of using swelling agent decreased by 10.67%.the probability of using ripening agent decreased by 7.47%.(7)We should pay attention to the cultivation and growth of new business entities and expand the industrial chain.Enhance the support of agricultural cooperative organizations to enhance the recognition of farmers.Increase the coverage of contract agriculture and enhance the participation ability of farmers.Pay attention to the governance of social network relations and strengthen the mutual trust of farmers.We should improve the mechanism of linking the interests of agricultural enterprises and improve the mechanism of linking agriculture with enterprises.Promoting agricultural standardized production and encouraging farmers to control quality.Strengthen brand building and maintenance,promote agricultural quality and efficiency,promote the development of agricultural organization,enhance the degree of organizational support,improve the quality control ability and level of agricultural products.
