Since the reform and opening up,China’s agricultural industry has made considerable progress,but the quality and safety of agricultural products has not been effectively solved.The quality and safety of agricultural products involves every link from "field" to "dining table".The production link is not only the starting point of agricultural product quality control,but also the key and difficult point.Decentralized small farmers are the main body of agricultural production and operation in China,and they are the most extensive producers of agricultural products,and they have natural defects in the quality and safety control of agricultural products.How to promote farmers to implement the quality control behavior of agricultural products on the premise of ensuring the interests of farmers is the primary issue that the government must consider to improve the quality and safety level of agricultural products.As an effective carrier for farmers to connect with the market,farmers’ cooperatives are better than agricultural enterprises and other agricultural operators in protecting farmers’ interests and promoting the supply of high-quality agricultural products,which is in line with the basic national conditions of our country at the present stage.Favored by the government.At the same time,farmers’ cooperatives,as cooperative economic organizations of farmers’ voluntary association and mutual benefit,enjoy special national preferential policies while participating in market competition,and have dual mechanisms of incentive and restraint to improve the quality and safety of agricultural products.Therefore,this paper regards it as the agent index of agricultural management subject symbiosis and integration development,and studies the influence effect and mechanism of agricultural management subject symbiosis integration development on farmers’ agricultural product quality control behavior from the symbiosis theory.First of all,on the basis of systematic collection of relevant literature,this paper summarizes and defines the related concepts such as the quality and safety of agricultural products and the integrated development of agricultural operators,and constructs a theoretical analysis framework of the impact of organizational integration development on farmers’ agricultural product quality control behavior.Secondly,based on the field survey data of 985 vegetable and fruit growers in 6 counties(districts)of Shandong Province,descriptive statistics compare and analyze the endowment characteristics of sample farmers and the current situation of quality control behavior of agricultural products;select the evaluation indicators of farmers’ quality control behavior of agricultural products,and use entropy method to establish a comprehensive evaluation system of farmers’ quality control behavior of agricultural products.Thirdly,the endogenous transformation model is used to verify the internal causal relationship between the development of organizational integration and the degree of implementation of agricultural product quality control behavior of farmers.Then,taking the brand of cooperatives as a grouping variable,analyze the brand effect of cooperatives and use the intermediary effect test model to explore the influence mechanism.Then,using the classic case of Tianjiacun Jinfeng Cooperative,this paper analyzes the integration and development mechanism of agricultural operators and the quality and safety control mechanism of agricultural products.Finally,the corresponding policy recommendations are put forward according to the research results.The conclusions of the study are as follows:(1)Farmers’ agricultural product quality control behavior mainly includes three aspects:farmers’ subjective quality control,objective quality control and postharvest packaging sales behavior.The implementation degree of agricultural product quality control behavior of farmers calculated by entropy method shows that the average implementation degree of agricultural product quality control behavior of sample farmers is 0.513;the average implementation degree of agricultural product quality control behavior of rural households and non-cooperative farmers are0.546 and 0.493 respectively,and the implementation degree of agricultural product quality control behavior of rural households is significantly higher than that of non-cooperative farmers.Among the farmers who joined the society,the average degree of implementation of agricultural product quality control behavior of brand farmers was significantly higher than that of non-brand farmers,and the average implementation degree of quality control behavior was 0.583 and 0.523 respectively.(2)Farmers’ participation in the symbiotic and integrated development of cooperatives can promote their implementation of agricultural product quality control behavior.Specifically,all sample farmers participate in the integration development of cooperatives,and the expected implementation degree of quality control behavior of agricultural products can be increased by3.97%;all sample farmers participate in the integration development of brand societies,and the expected implementation degree of quality control behavior can be increased by 9.75%;participation in the integration development of non-brand societies has no substantial impact on farmers’ agricultural product quality control behavior.(3)This study takes planting technical training service as intermediary variable,estimates the intermediary role of cooperative training service through intermediary effect model,and confirms that planting technical training service is an important way for cooperatives to promote farmers to implement quality control behavior of agricultural products.(4)Grass-roots party organizations empowering cooperatives can form a close trust and reciprocal mechanism with the government and farmers,which is conducive to the construction of a symbiotic system of agricultural industrialization with mutually beneficial symbiosis and coordinated development.it can make the main bodies in the agricultural industry chain realize the organizational state of "mutually beneficial symbiosis".(5)The cooperative run by the party branch under the brand operation has the organizational characteristics of "organization + branding + standardization",which can fully integrate the political and organizational advantages of the party branch with the economic advantages of the cooperative.through the government,consumer external supervision mechanism,cooperative internal trust mechanism,brand market incentive mechanism to control the quality of agricultural products to avoid farmers’ "hitchhiking" behavior.So as to improve the quality and safety level of agricultural products.
