Research On Institutional Innovation That Promotes The High-quality Development Of The Private Economy

With the gradual establishment and improvement of the socialist market economy with Chinese characteristics,China's private economy has shown a momentum of rapid development in recent years.The 19 th national congress of the communist party of China made a series of important statements on encouraging and supporting the high-quality development of private economy,pointing out the development direction for private economy,which marked that the development of China's private economy will usher in a new historical opportunity and enter a new stage of development.At present,how to promote the high-quality development of private economy has become an important research topic.It can be observed from overseas and domestic research status that the research method of previous literature on the high-quality development of private economy is not standard,the research content is not enough in-depth and specific,related research is still at the preliminary stage.This article systematically examines the literature research finding the theoretical basis and expounds the definition of the private economy and high-quality development,nature and connotation,analyzes the dialectical relationship between the different stages of private economic development and vicissitude course of macro system,points out the important influence of macro-economic system to the development of private economy,discusses the inner link between the obstacles and innovation of the system.At present,the high-quality development of China's private economy is faced with five dilemmas: the competition of the overall innovation is not high;the overall quality of products and services is not high;the market competition environment is not adequantly fair and safe.In the high-quality development of private economy,there are still obstacles in the formal system and implementation mechanism,such as the modern property right system,the market access and competition system,the market-oriented allocation mechanism of factors,etc.,as well as in the informal system and implementation mechanism,such as ideology,social cognitive bias,entrepreneurship and other obstacles.Based on the case of over 30 years development course and the real practice of private enterprises,learning from the experience of developed countries,such as the U.S.,Europe,Japan and South Korea,this paper puts forward a formal institution innovation from the perspectives of the property rights system,market access and the fair market competition system,finance and tax system of the financial aspects.Besides,this paper also makes innovative suggestions that form the construction and development of high quality that meet the needs of social ideology,eliminate social cognitive discrimination and prejudice,inspire and protect entrepreneurship,which has strong theoretical significance and practical significance for high-quality development of private economy.
