Efficiency And Influencing Factors Of Scientific Research Output Of Scientific Research Institutions

Scientific research output is the intellectual achievements of various scientific research papers,monographs,patents,etc.,and it is obtained through the creative work of scientific researchers during the practice of scientific research.It is the direct reflection of the working ability of scientific researchers and the most intuitive indicator measuring the scientific and technological level of a country.As the main body of scientific research activities and scientific research output,scientific researchers are the most critical factors for scientific and technological innovation.Continuously improving the scientific research management system and mechanism to inhance the efficiency of scientific research output,and scientifically formulating fair and reasonable scientific research evaluation indicators to stimulate the innovative vitality of scientific researchers,directly affect the construction of China's innovative country with science and technology.It is also noteworthy to evaluate and analyze the scientific research output efficiency of the research institutes and their influencing factors,and then make specific suggestions for improving the scientific research management of the institutes because scientific research institutes are the backbone of China's scientific and technological innovation and an important position for scientific research personnel to conduct scientific research activities.This research takes China's largest comprehensive scientific research institution-the Chinese Academy of Sciences and its affiliated research institutes-as the research object,compares and analyzes the research output efficiency of research institutes in different disciplines,and identifies the main factors affecting the research output efficiency of research institutes.The analysis and identification of the influencing factors of the scientific research output efficiency of scientific research institutes shows that under certain periods and conditions,the external environment of the scientific research institutes rarely changes or its action cycle is relatively long.The internal environment mainly affects the scientific research output efficiency.The main factors currently affecting the research output of scientific research institutes are performance evaluation and other scientific research management systems,followed by scientific research personnel income level,scientific research funding,team scientific research conditions,talent team structure and other factors.With the continuous increase in research and development funding for the whole society in recent years,funding input will no longer be the main factor affecting the level of scientific research output of some research institutes.The innovations of this research are:(1)According to the development status and needs of different research institutes affiliated to the Chinese Academy of Sciences,an evaluation model for the efficiency of scientific research output was constructed.Based on the evaluation results,the mechanism of the factors affecting the efficiency of scientific research output was revealed.Based on the relevance of the evaluation index and the availability of data,this paper designs a corresponding evaluation index system,constructing the BCC model and the Malmquist model,and calculating the scientific research of 24 institutes under the Chinese Academy of Sciences from a static and dynamic perspective output efficiency.The research results reveal that the scientific research management system and mechanism have an important impact on the efficiency of scientific research output.To improve the efficiency of scientific research output,we must focus on improving the scientific research management system and mechanism such as performance evaluation,improving the income level of scientific researchers,and rationally allocating scientific research funding.In terms of improving the quantity and quality of scientific research output,how to effectively manage scientific research personnel is more important than increasing the number of scientific research personnel.(2)According to the operation mode of the scientific research team as a basic unit,the cooperative game model of the scientific research team organization was constructed,and the mechanism of the factors affecting the scientific research output efficiency of the scientific research team was revealed.The research results scientifically confirm that the cooperation between members of the scientific research team can greatly improve the efficiency of scientific research output.The level of knowledge sharing affects the overall efficiency of the scientific research output of the team.The benefits of the cooperation between the two parties are greater than the benefits of their respective work alone.Therefore,scientific research teams should strengthen cooperation and knowledge sharing,reasonably distribute benefits,and promote scientific research output through the construction of management mechanisms.(3)The third is to address the phenomenon of the continuous loss of scientific research personnel in the northwest region,and reveal the mechanism of the influence of location factors on the efficiency of scientific research output of scientific research institutes.The research results show that location factors have a great impact on the absolute amount of scientific research input and output of scientific research institutes in the field of resources and environment of the Chinese Academy of Sciences,but have little effect on the relative efficiency of scientific research input and output of scientific research institutes.Although the absolute volume of scientific research inputs and outputs of scientific research institutes in the central and western regions is generally inferior to that of eastern regions,the relative efficiency of scientific research outputs is higher.It may be affected by the national development strategy in recent years.Border security,Qinghai-Tibet Plateau ecological barriers and ecological environment security in the Three Rivers Basin have become research hotspots,which has improved the location advantages of scientific research institutes in the central and western regions,and further improved their relative scientific research output efficiency.The study adds research cases in the fields of scientific research institutes and scientific research output in China,which has certain theoretical significance for the improvement of China's scientific and technological management research system in the new period.The results are helpful to the scientific and technological management departments and scientific research management personnel to gain a deeper understanding of the general laws of scientific research output of scientific research institutes.The conclusions can provide a decision-making reference for China to deepen the reform of scientific and technological system and build a modern scientific institute management system.At the same time,this article takes the Chinese Academy of Sciences and its affiliated research institutes as the research objects and the results reflect the progress of classification reform of the Chinese Academy of Sciences.The results explore some common problems that restrict the current development,which can deepen the research for the Chinese Academy of Sciences.
