Since the reform and opening up to the outside world,the overall level of agricultural scientific and technological innovation has been significantly improved,which provides strong support for the high-quality development of agricultural and rural areas.However,compared with developed countries,there is still a certain gap in the level of agricultural scientific and technological innovation in China.Although the input of agricultural scientific and technological resources in China is increasing rapidly,there are still some problems,such as insufficient effective supply of agricultural technological achievements and low level of achievements transformation,which reflect the low level of utilization and allocation of agricultural scientific and technological resources in China.As an important part of the innovation system of agricultural science and technology in China,agricultural scientific research institutions are important objects for the effective allocation of agricultural scientific and technological resources.At present,there is a lack of effective linking mechanism between knowledge innovation and achievement transformation in agricultural scientific research institutions in China,and the investment level of scientific and technological resources in different agricultural scientific research institutions is quite different.Therefore,based on the perspective of innovation chain,this paper estimates and compares the allocation efficiency of scientific and technological resources in different industries,levels and regions in agricultural scientific research institutions,and puts forward specific policy recommendations for the rational utilization and allocation of agricultural scientific and technological resources.The emphasis includes the following four elements: 1.In this paper,the provincial panel data of 2006-2016 are used to describe the input and output structure of scientific and technological resources of agricultural scientific research institutions in terms of hierarchy,industry and region.The two-stage chain DEA model and Malmquist index model are used to measure the overall resource allocation efficiency,knowledge innovation efficiency and achievement transformation efficiency of agricultural scientific research institutions from the static and dynamic angles.Based on the calculation results of the two-stage chain network DEA model,this paper analyzes the influence of innovation environment factors on the efficiency of two-stage scientific and technological innovation;4.Finally,according to the research results,some suggestions are put forward to improve the allocation efficiency of scientific and technological resources in agricultural scientific research institutions in China.Studies have shown that:1.Static analysis results: the overall allocation efficiency of scientific and technological resources of agricultural scientific research institutions in China is lower than that of two stages,the efficiency of transformation of achievements is lower than that of knowledge innovation,and the level of economic development is relatively high.The efficiency of scientific and technological innovation in agricultural scientific research institutions presents the characteristics of "double height".2.Dynamic analysis results: the technical efficiency index has the greatest influence on the change of total factor productivity index.Knowledge innovation stage,south-central region,agricultural mechanization industry,provincial agricultural scientific research institutions total factor productivity index growth fastest.In the transformation stage,the total factor productivity index(TFP)increased rapidly in the south-central and north China regions,agricultural mechanization industry,and municipal agricultural scientific research institutions.3.The result of innovation environment factor analysis: the effect of internal innovation environment factor on resource allocation of agricultural scientific research institution is greater than that of external innovation environment factor,and the cooperative innovation organization model of agricultural scientific research institution has the greatest influence.Among the factors of internal innovation environment,the structure of human capital,the quality of scientific and technological achievements,and the mode of cooperative innovation organization have a positive effect on the overall resource allocation efficiency of agricultural scientific research institutions.Among the factors of external innovation environment,the development degree of technology market,the level of rural economic development and the policy environment of agricultural science and technology innovation have a positive impact.Finally,based on the above conclusions,the paper puts forward some policy suggestions to improve the efficiency of resource allocation of agricultural scientific research institutions in China: to establish the linkage mechanism between different innovation stages of agricultural scientific research institutions,and to integrate the agricultural scientific and technological innovation resources in the region;Promote agricultural scientific research institutions collaborative innovation organization model,improve talent training and evaluation mechanism and other policy recommendations.
