Study On System Of Vegetable Supply Chain Quality Safety Management

Since China's reform and opening policy,the support of preferential policies,the progress of science and technology as well as the vigorous development of the market have all played a positive role in promoting the development of China's vegetable products.Under such conditions,vigorously developing the modern vegetable industry of "high yield,high quality,high efficiency,ecology and safety" is not only in line with the national initiative of "regional distribution,scale promotion,standardized production,market operation and industrialized management",but also keeps the development momentum of vegetable products in a good and stable situation.The "Provisions on Food Safety Responsibility System of Local Party and Government Leading Cadres" issued by the General Office of the State Council,which was implemented on February 5,2019.covers the whole process of food safety chain supervision,urges local governments to implement food safety territorial management responsibilities to ensure food safety,and also provides a long-term mechanism to put forward higher requirements for food safety construction.Under the background of current economic transformation and upgrading of the society,in the current resources and environment of conflicts and contradictions increasingly obvious reality condition,how to realize the goal that the vegetable industry gradually turns from "big" to "strong" and further turns from "strong" to "stronger" has become an urgent problem to be solved in the development of the current vegetable industryAt present,the research of supply chain is still mainly focused on the fields of industry and manufacturing.However,there are still many problems in the supply chain of vegetable products,which is dominated by a series of links such as production,processing,and transportation.The vegetable industry in many regions not only faces certain quality and safety problems but also faces the pressure brought by the low efficiency of vegetable product supply chain,which hinders the development of China's vegetable industry.Meanwhile,vegetable quality safety and supply chain management have been widely concerned by the academic and practical circles.With the in-depth study of quality management and supply chain management,the combination of both has become a common concern of all sectors,with good prospects for development.At present,although there are pieces of research on the quality and safety management of vegetable supply chain,most of them focus on the international competitiveness,export capacity and international trade of vegetable products.Besides,there is no complete construction of the quality and safety management system of vegetable supply chain with systematic analysis method and theoretical system.Therefore,this paper taked Shouguang City as the research object,comprehensively used the qualitative and quantitative research methods such as field survey,questionnaire survey,analytic hierarchy process and game theory analysis to study.On the basis of the integration of total quality management theory,supply chain management theory,game theory and quality safety traceability theory,and from the perspective of supply chain,this paper constructed the whole process management system of "from source to table" to improves the quality and safety of vegetable products,and construct a perfect quality and safety management system.Ensuring the quality of vegetable products with "sound system,scientific management,controllable risk,win-win sharing,and people's satisfaction",and improving the efficiency of supply chain management of vegetable products are our goals.According to the theoretical framework of this study,the overall management system of "pre-warning,in-process control,post tracing and comprehensive cooperation" is constructed,and the four systems are analyzed and elaborated in detail.It includes the early warning system,the process control system,the traceability system and the cooperation system of quality and safety management in vegetable supply chain.The main work of this paper is as follows:(1)According to the total quality management theory,quality ecology theory,the supply chain theory,the quality and safety traceability theory and the game theory,the overall framework of the research on the quality and safety management system of the vegetable supply chain is constructed,and the control elements in the process are determined.The influencing factors of the quality and safety management of the vegetable supply chain are deeply analyzed.Taking Shouguang City as an example,this paper analyzed the factors affecting the quality and safety of the vegetable supply chain by using the analytic hierarchy process(AHP),and obtained the index system reflecting the quality and safety of the vegetable supply chain.(2)Establishment of vegetable supply chain risk warning system.Firstly,the importance,basic composition,structure and working process of the early warning index system of vegetable supply chain risk are analyzed.Secondly,the principles of early warning index system design of vegetable product supply chain risk are determined and the early warning index system of vegetable product supply chain risk is designed.The assignment method of each risk warning index is determined again and the total risk value is calculated by combining the warning model.Finally,the early warning system of vegetable product supply chain risk was established,including daily monitoring,organizational guarantee,and system guarantee,to realize early warning management of vegetable product supply chain.(3)Deeply studying the process of vegetable supply chain quality and safety management.The whole process of the vegetable supply chain was analyzed,and three types of questionnaires were designed around the three links of vegetable production,transportation,and sales.The questionnaires were conducted respectively from vegetable manufacturers,vegetable transporters,vegetable sellers and consumers.According to the survey results,a vegetable supply chain quality and safety information sharing platform were constructed,and the integrity of all upstream and downstream operators in the vegetable supply chain was openly Shared to eliminate the information asymmetry in each link of the vegetable supply chain.(4)According to the development status,shortage and demand of the traceability system,the quality safety traceability system of the vegetable supply chain was designed,and the quality safety information sharing platform of the vegetable supply chain was constructed to form a complete closed loop of the vegetable supply chain.It realizes the goal that achieves "advance warning,in-process control,post-feedback" total quality management,clear responsibility,effectively ensure the quality and safety of the vegetable supply chain.(5)Using game analysis method to explore the cooperation of vegetable supply chain quality and safety management,understand the status of the vegetable supply chain,and use the price lever to analyze vegetable quality and safety from the perspective of a quality game.On the basis of clarifying the subjects of vegetable supply chain quality safety cooperation,the signal game model of vegetable supply chain quality safety cooperation was constructed,and the important role of the government in this process was obtained according to the game model.The innovation of this paper is mainly reflected in four aspects.(1)This study designed a comprehensive model of "vegetables+supply chain+quality safety",which enriches the research in the fields of supply chain,food safety and quality safety.At present,the research on the supply chain of vegetable products mainly focuses on the international competitiveness,export capacity and international trade of vegetable products.There is still much blank for the research on the structure and quality safety of the supply chain of vegetable products.The supply chain structure of vegetable products in China needs to be optimized.However,the research on this aspect is scattered,and not in-depth,lacking the cross-border integration of"vegetables+supply chain+quality and safety".Therefore,this research systematically and comprehensively explores the deep-seated key causes and influence mechanism of the problems of vegetable products quality and safety with Chinese characteristics represented by Shouguang City.And constructs the quality and safety management system of the vegetable supply chain,systematically explores and optimizes the existing problems of the quality and safety of the vegetable supply chain,and designs a comprehensive model of "vegetables+supply chain+quality and safety",which makes up for the lack of research on the quality and safety of vegetable product supply chain.(2)The previous research on TQM focuses on how to integrate the resources of each department to provide products or services to meet the needs of customers.This research expands the research scope of TQM and introduces the perspective of quality ecology.From the perspective of supply chain,TQM is no longer limited to an enterprise,but runs through all aspects of the vegetable product supply chain.In this study,PDCA cycle is developed into a system framework of "pre-warning,in-process control,post tracking and comprehensive cooperation" in the context of supply chain.(3)Both signal game model and product traceability emphasize the transparent sharing of information and the construction of information platform,that is,the existence of information asymmetry,but few researches integrate the signal game model and product traceability in game theory.From the point of view of supply chain,this research links the quality and safety traceability system of vegetable supply chain with the cooperative alliance under the guidance of signal game model(4)From the practical point of view,this study enriches the research of multi department integrated supply chain management.The previous research on supply chain management mainly focused on supply chain coordination contract,supply chain management under information asymmetry,closed-loop supply chain management,and decision-making behavior in supply chain.Although the research on multi department integrated supply chain management began to focus,the degree of integration is not enough.Based on the vegetable industry,this study focuses on the operation and management of supply chain management in a wider range The integrated optimization problems in the fields of safety efficiency,cooperation and so on are discussed,and a system integrated quality and safety management system of vegetable supply chain is proposedThis paper believes that the management system of vegetable supply chain quality safety mainly includes four parts:early warning,process,cooperation game.and traceability.The corresponding research conclusions are as follows(1)Vegetable supply chain quality safety early warning system is an important part of the security system.This study constructed the vegetable product supply chain risk early warning system.First of all,the importance of vegetable product supply chain risk early warning is explained,and the basic structure of the risk early warning system and the workflow of vegetable product supply chain risk early warning system are pointed out.Secondly,how to design the risk early warning index system of vegetable product supply chain,determine the corresponding principle and carry on the design.Thirdly,the risk assessment of the vegetable supply chain is carried out,and the risk warning index of the vegetable supply chain is assigned.Combined with the model of this study,the total risk value of the vegetable supply chain is obtained.Finally,the early warning management of vegetable product supply chain risk is formed.The system will include three modes,namely daily monitoring,organizational guarantee,and institutional guarantee,so as to achieve early warning management of vegetable product supply chain.(2)The process of vegetable supply chain quality and safety management should focus on the production,transportation,processing,and sales of vegetables.Ensure the quality and safety of vegetable products based on each link of the supply chain,so as to ensure the safety and reliability of vegetables purchased by consumers.(3)the quality and safety management of vegetable supply chain needs to optimize the traceability process of vegetable supply chain,establish a traceability system based on the quality and safety information sharing platform of the vegetable supply chain,and guarantee the quality and safety of vegetable products in real time.The establishment of the traceability system can bring the coordination of economic effect,social benefit,and ecological benefit,and realize the transformation from the traditional vegetable supply chain to the new organic and low-carbon vegetable supply chain model.(4)Vegetable supply chain quality and safety cooperation involve different participants,including producers,governments,third-party logistics and terminal markets,etc.Information asymmetry exists in the supply chain,which makes the supervision of vegetable quality and safety failures.Government and market should do something,such as the government should strengthen supervision and crack down on false information of individuals and businesses to provide vegetable quality and safety,strengthen the guide and specification of vegetable growing enterprises,to strengthen the vegetables product information transparency of the market,thus to improve the quality and safety of vegetable products to provide policy guarantee.All in all,based on the current social background,taking into account the improvement of the efficiency of the development of the vegetable industry and the guarantee of the quality and safety of vegetables,this paper studies the structure of the vegetable product supply chain.The significance is as follows.On the one hand,it is conducive to improving the overall operation efficiency of the vegetable product supply chain and further optimizing the quality and safety of vegetable products.On the other hand,it can provide reference data support for relevant decision-making bodies such as the agricultural department of our government,so that they can make vegetable product policies.Finally,it provides empirical support for the introduction of vegetable supply chain management in some regions.
