The food is the physical basis for survival and development of humanity. Recently,continuously malignant food safety events harm health and life safety of the people. These painfulfood safety events draw attentions of the people; food safety problem is important problem thatwhole society pays close attention to. The poisonous cowpea events in Han Nan province2010andpoisonous bean sprout events in Shen Yang2011draw closer attentions because the vegetablesinvolved in two events are most frequent food of the people. Considering the universality andimportance of vegetables in daily life of people, vegetables quality safety problem also draw widelyattentions of whole society.This paper analyzes the status of vegetables quality safety problem based on the survey data ofconsumer conduct in Shen Yang; and compared the difference of consumption among rice, edible oiland meat; the vegetables consumption site of consumers are focusing mostly on vegetable market,and vegetables almost have no brand, these features result in severer vegetables quality safetyproblem, because the company of manufacturing and marketing vegetables would not improve thequality of vegetables for maintain the brand or reputation; and analyzes the logic relationship ofinfluencing factors from government, company and consumer using vegetables quality safetyproblem theory model; investigate how the consumer impacts the vegetables quality safety problemusing survey study method, and finds that legal consciousness of the consumer is weak; the ability ofvegetables quality safety assessment is lowly; and there are not vegetables quality safety markslikely QS in other foods; hence the consumer could not make correct and rational judgment aboutvegetables quality safety, therefore the government is the key to solve the vegetables quality safetyproblem. The professional ethics of farmer household or manufacturing company, lightness ofpunishment on vegetables quality safety crime, and slackness of government are considered mainfactors by consumers. According to proposal given by consumer and analyzing on the specificcharacteristic of vegetables quality safety, this paper put forward policy proposal to solve vegetablesquality safety problem. First, it is heightening the improved its enforcement of law and enforcingsupervising. Second, it is completing the monitoring institution of vegetables quality safety. Third, itis constructing vegetables quality safety fund. Forth, it is constructing the admitting institution ofproduction materials, especially pesticides. Fifth, it is constructing submission institution vegetablesand encouraging report of residents.
