Food safety issues are close with the human survival, which involve the resources allocation and environmental protection, demand satisfaction and social welfare improvement. And the issues are important to the link with the agriculture sustainable development. The development of production technical and biological technology, the industrialization advancement, which promoted development of food industry, food quantity security has obtained alleviated. At the same time, cognition and consideration of consumers for food quality safety are more and more. Consumers even pay more great attention to food quality, nutrition and health safe. Since has entered in of the 20th century the later period, each kind of food safety issues in world scope, such as England "mad cow disease", Belgium "Dioxin", Europe "foot-and-mouth disease", Asia "birds flu" and so on, not only have brought about the significant harm to humanity's body and health or posed the latent threat, also created the huge economic loss to the consumer and the correlation industry. The agricultural products taking as food and its constituent, its quality and safety are important especially. In order to enhance quality safety of the agricultural products, the various countries strengthen supervising and managing on agricultural product quality safety, conctrol to the each link of agricultural product strictly, widespread implement from "farm to table" total quality control. Quality management of sole enterprise has been unsuitable time development, gradually transformed for quality management of multi-enterprises coordination. On this kind of transformation requests close cooperation on industry chain, displays overall superiority of chain, raises management level of enterprise quality safety. The agri-chain management, as one new management method, pays attention to fast response to external environment, stresses establishment good partnership with partners, emphasizes to integration and management of resources and factors in chain, in order to realize business goal. From this, there is close relationship between agri-chain management and quality safety management of enterprise. Relationship between the agri-chain management and quality management has caused the academics and enterprise's widespread interest.The agri-chain management(ACM) is one kind advanced management pattern for agricultural production, processing and sales integration, is application to supply chain management in agriculture. It is described as a netted chain along the fanners, processing enterprise, delivers center, the wholesaler, the retailers as well as a consumer for the agricultural product movement. The ACM plays the positive role in organization of disperses farmers, enhancing income supplies of products, and promotion agricultural market formation. Its basic goal is meeting the consumer demand simultaneously to obtain overall benefit of chain. Therefore, taking agri-chain as the foundation, through close cooperation in each point of chain, the enterprises guarantee product quality, provide the safe agricultural products, enhance the enterprise competition effectively. The overseas experience indicated that the agri-chain management from the "farm to table" can effectively guarantee enterprise's behaviors in each point of the industrial chain, can establish the unified system of quality management and control, can carry on the reasonable appraisal and the guard to food risk. At present the developed countries apply ACM to improve food production processes, control food risk in acceptable scope from production to consumption.The vegetables, as basic consumable and food products of people daily life, are occupying the more and more important status in food constitution. Specially in our country inhabitant food expense, itself by the meals expense primarily, the vegetables expends in inhabitant food holds the pivotal status. The research of agri-chain in foreign countries has already beeh more and more deeply, which provided an effective management way for guarantee food safety, but there have been absence of researches on the vegetable. Our country also mainly concentrates cognition and manner of consumers on food safety in food safety research, the anterior researches of food safety which were from agri-chain framework have not to see, especially from the detail agricultural product. In view of the fact that there is a vital significance of the vegetable in our country inhabitant food consumption, on the basis of advanced agri-chain management theory, this research utilized qualitative and the quantitative analysis methods, discussed current situation of the safe vegetable and existing problems in our country, analyzed relationship between agri-chain management and supply of safe vegetables in framework of agri-chain. Therefore, this article selected the Nanjing vegetables sector as an object, in view of the model which proposed, referred to the domestic and foreign research results, designed a set of investigation plan and questionnaire which was to be suitable to this research. According to investigation plan and questionnaire we investigated the vegetables farmers, production bases and wholesale markets to obtain the first materials about the vegetable sector in Nanjing. Through the econometrical model, the thesis analyzed influence of agri-chain management on quality and safety of the vegetable.This research paid attention to influence of agri-chain management on safe vegetables production of the farmers as well as enterprises effiency of quality and safety management.The results were as follows:(1)Quality and safety of agri-food issues are still comparatively serious in our country. Disperse farmers and single enterprises are difficult to guarantee quality and safety of agri-food, so it is necessary to find a suitable way to solve food safety issues. Agri-chain management as a new method is to focus on quick responding to exterior environment, establishing good partnership with operative members and integrating process in chain. Therefore, there is close relationship between agri-chain management and safety management. It is meaningful to study about their relationship for guarantee food safety. But agri-chain management is still at the starting stage.(2) Produce behavior of organization member have been greater improved. Most farmers choose production of the safe vegetable. Farmer's proportion of safe production in agri-chain is higher than that of not in agri-chain. When the market mechanism of high quality and favorable price is still not complete, the farmer must be supervised and managed to guarantee the production process. After becoming organization member, the farmer need sign relevant production contracts or sales contracts with the organization, and their produce behavior must go on according to the standardization, standardized procedure in order to guarantee quality and safety of the vegetable. Produce behavior of the farmer that is not in organization member have a great random. When it is unable to confirm that the income between the safe vegetables and the ordinary vegetables, the farmer not in organization is more likely to use pesticide and chemical fertilizer in order to increase the output of vegetables in process of production.(3)Relationship between agri-chain management and performance of quality and safety management is close.â‘ Acoording to result of examination, environmental uncertain has positive effect on co-operation and partnership to introduce and apply agri-chain management. The more uncertainty is in environment, the easier is to set up good operative partnership and active to enforcement agri-chain management.â‘¡Partnership of vegetables enterprises can enforce practice of agri-chain management and improve performance of agri-chain management. Succeeding in partnership is the key to carring agri-chain management and promoting performance. Good partnership has positive influence on practice and performance of agri-chain management. However, positive influence of partnership on efficiency of quality and safety of enterprises is not supported by empirical analysis. One possible reason is atrocious behavior of enterprises. Because of good relationship, the member is easy to believe partners which diddle members out of well benefit. The other reason is that partnership has indirect influence on efficiency of quality and safety instead of direct influence.â‘¢The result indicated that practice and performance of agri-chain management have positive influence on efficiency of quality and safety management of vegetables enterprise. Vegetables information sharing, process integration and customer responsiveness among the vegetables enterprises have close relation with quality and safety management of enterprises. Each stage and process of agri-chain management can improve efficiency of quality and safety management of vegetables enterprise. Higher performance of agri-chain management can make enterprise well adjust itself to communicate with members in agri-chain in order to obtain information about quality and safety conveniently and utilize relevant measures vividly to guarantee quality and safety.
