Dairy nutrition were indispensable in people’s life and the dairy quality security is always a concern, more people sensitive on the quality of dairy products under the condition of a series of dairy quality problems and cause serious effect.At the same time, after the occurrence of unexpected events of quality safety problems of dairy products, the direct effect is consumers and dairy enterprises, so the dairy products enterprise should pay attention to the quality and safety management, do emergency management,reduce harm of dairy quality safety incident brought.Evaluation of the ability of emergency management of dairy enterprises, we need an evaluation tool, to evaluate the ability of emergency management of an enterprise is good or bad, emergency management capability assessment system for the existing literature rarely research on dairy enterprises,less is based on supply chain, according to the evaluation of quality and safety of emergency capability, mostly studies only focus on one aspect,this research is too general, not detailed enough, by different industry,region and control purpose, practicality is not strong.So the research of this paper is on supply chain perspective, the establishment of the quality and safety of dairy enterprise emergency management capability assessment system.The purpose is to help enterprises to self-examination, evaluate related emergency management ability level, continuous improvement; and to help the government according to the evaluation results, intervention and improve the quality of safety emergency management capability of the whole industry.The paper take Henan’s dairy enterprises as examples,and combined with the other side information to check the validity of index system.The main contents of this paper are as follows:(1)Introduce supply chain, emergency management, dairy quality and safety related concepts, characteristics, theoretical basis for further research; research combined with the present situation of the research of Chinese and foreign scholars on the emergency management of supply chain, the dairy quality security crisis management, emergency management capabilities evaluation system were analyzed;(2)Compared to the existing evaluation method, select the appropriate evaluation methods,using the questionnaire to collect data,determine the corresponding indicators,using AHP to determine the weight of evaluation, index system and index;(3)Analysis of the current situation of dairy industry in Henan,and analysis of Henan dairy quality and safety emergency management situation, find out the advantages and disadvantages, find the problem, find out why;(4)Selection two representative dairy enterprises in Henan as cases, the preliminary determination of the evaluation system is applied to the case of enterprises, the use of fuzzy comprehensive evaluation method, evaluation of case dairy quality and safety emergency management capability of enterprise based on supply chain, and combined with the other side information to check the validity of index system;(5)Summing up the conclusions of this research, put forward the corresponding policy recommendations, research limitations and prospects.
