With the change of the times,innovation has become the main driving force of industrial development,and the state has continuously increased the support for independent innovation.High tech industry has great strategic significance and outstanding leading role in the national economic system,so its development is supported by the state.In order to realize the continuous innovation of industry,the innovation paradigm needs to be changed.The introduction of innovation ecosystem can solve the problems faced by high-tech industry,such as the lack of close relationship between innovation subjects,the unreasonable allocation of innovation resources,the low efficiency of innovation activities,and the slow improvement of innovation ability.Therefore,as an important part of national innovation driven development strategy,the development of high-tech industry innovation ecosystem is not only the key factor to improve the overall innovation level of the country,but also the effective guarantee to improve the innovation efficiency.First,from the beginning of the current situation of high-tech industry innovation,this paper defines the connotation of the high-tech industry innovation ecosystem based on system theory,analyzes the system elements,and designs the framework model of the high-tech industry innovation ecosystem.Second,starting from the characteristics of the high-tech industry innovation ecosystem,this paper analyzes the operation process of the high-tech industry innovation ecosystem and designs the operation mechanism of the high-tech industry innovation ecosystem.In addition,on the basis of defining the symbiotic characteristics,analyzing the symbiotic structure and revealing the symbiotic effect of the high-tech industry innovation ecosystem,the paper starts from the three sub mechanisms of symbiotic partner selection,symbiotic benefit distribution and symbiotic system management to design the symbiotic mechanism of the high-tech industry innovation ecosystem.The evolutionary game method and simulation method are applied to analyze the relationship between high-tech core enterprises and symbiotic subjects,as well as the third-party governance system of the government.Furthermore,the evolution path of high-tech industry innovation ecosystem is extracted from the connotation and characteristics of system evolution in order to design the evolution mechanism.The internal and external dynamics of evolution are analyzed to build the evolution mechanism;the innovation learning,innovation catalysis and There are three aspects of innovation emergence to describe the evolution and growth mechanism;to study the evolution and diffusion of high-tech industry innovation ecosystem by using infectious disease transmission model;to establish the market duopoly model to explore the evolution and pursuit mechanism of high-tech industry innovation ecosystem.Then,the evaluation system of high-tech industry innovation ecosystem operation efficiency is constructed.Based on the connotation of efficiency,this paper selects the evaluation method of the symbiosis stage efficiency and the evolution stage efficiency;constructs the evaluation index system of the symbiosis stage efficiency and the evolution stage efficiency of the high-tech industrial innovation ecosystem from the three dimensions of input factor,output factor and efficiency factor;based on SFA method and DEA method are used to build the efficiency evaluation model of symbiosis stage and evolution stage of high-tech industrial innovation ecosystem,so as to form a complete evaluation system of operation efficiency of high-tech industrial innovation ecosystem.And then,this paper makes an empirical study on the operation efficiency of the innovation ecosystem of national high-tech zone,calculating the efficiency of the symbiosis stage and its influencing factors in the operation of the high-tech industry innovation ecosystem in 30 regions of China,analyzing its influence rule,and evaluating the efficiency of the symbiosis stage.The paper calculates and analyzes the intermediate and final output efficiency and the factors influencing the efficiency in the evolution stage,analyzing its influence rule,and the efficiency in the evolution stage is also evaluated.At last,based on the analysis of the calculation results of the operation efficiency of China's high-tech industry innovation ecosystem,this paper constructs a strategy set to improve the efficiency of the operation evolution stage of the high-tech industry innovation ecosystem,and designs the operation guarantee measures of the high-tech industry innovation ecosystem from the macro level,the meso level and the micro level.
