The Silk Road Economic Belt and the 21 st Century Maritime Silk Road were proposed by Chairman Xi Jinping in September and October 2013,respectively.After a year of precipitation and preparation,the Chinese Ministry of State Development and Commerce joined forces with the other on March 27,2015.The department released the "Visions and Actions to Promote the Joint Construction of the Silk Road Economic Belt and the 21 st Century Maritime Silk Road".Since then,the "Belt and Road" initiative has become the focus of research and the object of intensive attention at home and abroad.With the rapid development of science and technology in the world today,the competition of comprehensive economic strength of various countries has shifted from the competition of production factors to the competition of scientific and technological strength.The competition of scientific and technological strength has focused on the high-tech industry.The high-tech industry is an important indicator to measure the level of regional economic development,and it is the engine that promotes the optimization and upgrading of the regional economic industrial structure.With its high correlation and high value-added features,it has become the focus of competition among countries around the world.An important position for global technological competition,whether China’s high-tech industry can take advantage of the location,technology market,transportation facilities and other advantages created by the "Belt and Road" determines its sustainable and healthy development in the fierce international competition.As a major economic province,Shandong Province ranks third in China in terms of economic aggregate,second only to Guangdong and Jiangsu.Shandong,as the border area between the "Silk Road Economic Belt" and the "Maritime Silk Road",achieved a total of more than 480 billion yuan in foreign trade imports and exports with countries along the "Belt and Road" in 2017,an increase of 16.4%.Taking advantage of the opportunities of the “Belt and Road”,promote the upgrading of industrial structure and promote the economic development of Shandong.Through the two-step strategy of “introducing” and “going out”,Shandong ’s economy has been vigorously developed.Deeper regional cooperation promotes the rational flow of economic factors,efficient allocation of resources,and in-depth market integration.The unique geographical location makes Shandong unique in strengthening the internal and external exchanges and cooperation and trade exchanges in the construction of the "Belt and Road",and can promote the opening up of China-East China to play a major role in the process of opening up.Shandong is an important industrial province in China.New materials,new information,new medicine,biotechnology and other emerging high-tech industries have made remarkable progress in recent years,but there is also a certain gap compared with Guangdong and Jiangsu.Investment continues to increase,but the effect of increase is not obvious.Under the background of continuous deepening of economic globalization,the problem of industrial transformation and upgrading has become increasingly prominent.The “Belt and Road” initiative has played an increasingly important role in the development of high-tech industries in Shandong Province.In the critical period of industrial transformation and upgrading in Shandong Province,how to promote the upgrading of Shandong’s high-tech industrial structure has become an urgent problem to be solved in Shandong Province.The “Belt and Road” initiative provides new opportunities and momentum for the development of high-tech industries in Shandong Province.Based on the "Belt and Road" perspective,this paper builds a regional high-tech industry innovation efficiency evaluation index system,selects economic openness,policy support,innovation input,innovation output,high-tech industry market concentration and other indicators,and selects 2011-2016 The data of 30 provinces(municipalities and autonomous regions)in 2013,construct a data model,and use empirical analysis of stochastic gravity frontier SFA research methods to reveal the current status and existing problems of regional high-tech industry collaborative innovation and Shandong ’s situation in regional high-tech collaborative innovation,Under this premise,it leads to how Shandong can use the “Belt and Road” initiative to improve the efficiency of collaborative innovation in high-tech industries in Shandong.Under the premise of exploring the development status of the high-tech industry in the region,it leads to how Shandong can use the “Belt and Road” initiative to improve the efficiency of Shandong high-tech industry collaborative innovation.Then this paper adopts the data envelopment analysis method,uses the BC2-DEA model to measure the innovation efficiency of the high-tech industry in Shandong Province,selects 2013 as the cut-off point,and obtains the technical efficiency,pure technical efficiency and high-tech industry efficiency of Shandong Province from 2000 to 2017 Scale efficiency level,and comparative analysis of the empirical results of the two stages of 2000-2012 and 2013-2017.Construct a fixed-effect model to analyze the internal and external factors that affect the innovation efficiency of high-tech industries in Shandong Province.Revealing that the “Belt and Road” initiative can effectively promote the innovation efficiency of high-tech industries in Shandong Province,but it has not yet played its due role,as well as internal and external factors such as the level of government support,technology introduction,and enterprise size.High-tech industries have different levels of influence.Based on the above analysis,discuss the construction of Shandong high-tech industry collaborative innovation mechanism under the “Belt and Road” initiative,including government policy-oriented mechanism,trust communication mechanism,motivation mechanism,incentive and restraint mechanism,supervision feedback mechanism,and benefit distribution mechanism.Finally,put forward guarantee measures such as ensuring the coordination of strategic objectives,clarifying the role of the government,playing the role of a collaborative innovation platform,solving the problems of attribution and transformation of innovation achievements,and improving the support system of the innovation power mechanism,with a view to promoting the upgrade of the regional high-tech industrial structure and radiation to drive the region Economic development,give play to the competitive advantages of regional high-tech industries.Due to the relatively short time for the “Belt and Road” initiative,there is still a lack of research on the collaborative innovation mechanism of high-tech industries in Shandong from this perspective.Therefore,it is of great theoretical value and practical significance to conduct in-depth research on the innovation efficiency and collaborative innovation mechanism of high-tech industries in Shandong Province in the context of the “Belt and Road” initiative.The same problem exists in many provinces in China,including 18 provinces along the “Belt and Road”,and needs to be further explored for this or this type of research.
