For over40-year reform and opening up,China’s economic development has made remarkable achievements. At present,China’s economy has entered a new normal.China’s manufacturing industry is still facing the double dilemmas of stable growth and structural adjustment, the double dilemmas of production input factors,low-end lock-in of intermediate product value chain and low added value of products, and the trend of "recall" which leads to the system of developed countries The "high-end backflow" of manufacturing industry and the "middle and low-end diversion" of other developing countries bring the double dilemma of "two-way extrusion" to China’s manufacturing industry. In this context, the report of the19 th National Congress of the Communist Party of China emphasizes to accelerate the construction of a modern economic system and significantly enhance China’s economic quality advantage, which requires accelerating the development of modern service industry, especially the development of productive service industry, and promoting the coordinated development of manufacturing and service, which is of great significance for improving the added value and competitiveness of manufacturing industry. This guidance makes it clear that China should rely on the agglomeration of producer services to promote the upgrading of manufacturing industry,in order to enhance the international competitiveness of China’s manufacturing industry and enhance the added value and technical content of manufacturing products. In the new era, accelerating the development of producer services agglomeration can not only alleviate the bottleneck of development facing increasingly severe environment and resource constraints to a certain extent, but also become an important breakthrough leading the transformation and upgrading of China’s manufacturing industry. Therefore,it is of great theoretical and practical significance to study the impact of producer services agglomeration on the upgrading of manufacturing industry.Approaches of induction and deduction, statistics and comparison, theoretical and empirical studies are employed in this study.Based on combing and summarizing relevant theories and literature analysis,it explains the impact mechanism of agglomeration of producer service industry on the upgrading of manufacturing industry, and through the construction of mathematical models to verify the functional relationship between the producer service agglomeration and the manufacturing upgrade.Based on the actual data of China, this paper examines the characteristics of the agglomeration level of the producer service industry and the evolution level and timing characteristics of the upgrading level ofthe manufacturing industry. With the econometric analysis, the empirical study on the impact of the agglomeration of producer service industry on the upgrading of manufacturing industry is carried out,it is concluded that: Firstly, the level of agglomeration of producer services and upgrading of manufacturing industries are relatively high, but there are regional differences, the level of agglomeration of producer services and upgrading of manufacturing industries in the eastern regions higher than that in central regions and the western regions;Second, there is a significantly positive effect on the impact of the agglomeration of producer services on the three types of manufacturing upgrade index. It also helps to promote the overall optimization of labor-intensive,capital-intensive and technology-intensive manufacturing industries, meanwhile helps the manufacturing industry to move toward higher levels of development and internal manufacturing changes. However, the impact of agglomeration of producer services on manufacturing upgrades has obvious regional differences and industry heterogeneity;Thirdly, there is a “U” type nonlinear influence on the impact of the agglomeration of productive services in the eastern and central regions on manufacturing upgrades. However, the impact of the agglomeration of productive service industry in the western region on the upgrading of manufacturing industry has a significant negative non-linear impact relationship.Fourthly, the agglomeration of producer service industry has a certain positive spatial spillover effect on the upgrading of manufacturing industry.Fifthly, the manufacturing cost and transaction cost are the intermediate variables of the impact agglomeration mechanism of the producer service industry on the upgrade of the manufacturing industry. However, the mediating effect of the segmentation industry agglomeration of the producer service industry on the manufacturing upgrade has obvious industry heterogeneity. The innovations of this study are as follows: the study is done from a new research perspective. It start with the perspectives of the overall upgrading of the manufacturing structure, the heightened manufacturing structure, and the upgrading of the manufacturing industry. It re-examines and explores the impact of producer services agglomeration on manufacturing upgrades;Secondly,it deeply analyzes the theoretical mechanism of the agglomeration of producer service industry affecting the upgrading of manufacturing industry, and constructs the mathematical model to investigate the mechanism of the impact of producer service agglomeration on manufacturing upgrading;Thirdly,in-depth studies are done to get the influence rules of productive services agglomeration on the upgrading of manufacturing. From perspectives of regional differences, threshold characteristics, spatial differences, and mediating effects of spillover mechanisms, the paper analyzes influence rulesand constraint mechanism of producer service agglomeration on manufacturing upgrades.
