At the end of 2008,the State Council issued the Outline of the Plan for Reform and Development of the Pearl River Delta Region,which identified nine cities in the Pearl River Delta,including Guangzhou,Shenzhen,Zhuhai,Foshan,Huizhou,Dongguan,Zhongshan,Jiangmen and Zhaoqing,and positioned the Pearl River Delta as the economic center of southern China and the frontier region of China's reform and opening-up.In China's reform and opening-up,it has an important strategic position and a prominent demonstration role.The national "13th Five-Year Plan" specifically pointed out to support the Pearl River Delta region to build open innovation transformation and upgrading new highlands.In September 2015,the Pearl River Delta National Independent Innovation Demonstration Zone was officially approved by the State Council,with the goal of building the Pearl River Delta into china's open innovation advance zone,collaborative innovation demonstration zone,transformation and upgrading leading zone,innovation and entrepreneurship ecological zone,and becoming an international first-class innovation and entrepreneurship center.The Outline of the Development Plan for the Greater Bay Area of Guangdong,Hong Kong and Macao,released in February 2019,clearly states that "targeting the forefront of the world's scientific and technological and industrial development,giving full play to the advantages of science,technology research and development and industrial innovation in Guangdong,Hong Kong and Macao,and building a global scientific and technological innovation highland and an important source of emerging industries".It can be seen that the future development theme of the Pearl River Delta will be the technological innovation drive industry upgrade.The Pearl River Delta not only has a complete industrial configuration,but also is an innovative agglomeration area in China.It studies the mechanism of technological innovation in the Pearl River Delta to drive industrial upgrading,explores the space-time effect of technological innovation in the Pearl River Delta,and promotes the technological innovation drive industry in the Pearl River Delta.The theoretical connotation of upgrading and the comprehensive development of knowledge,technology,industry and economy in the Pearl River Delta have important theoretical and practical significance.This study follows the research idea of "research objectives-research content-research methods".According to the purpose of research,explore the mechanism of technological innovation to drive industrial upgrading,and formulate four research goals,and build a theoretical framework for technological innovation to drive industrial upgrading through literature analysis and theoretical induction,and to study the dynamic equilibrium of technological innovation-driven industrial upgrading in the Pearl River Delta through vector self-regression model and vector error correction model.Through factor analysis,the influence factors of the Pearl River Delta technology innovation drive industrial upgrading are studied by factor analysis and the mechanism of action and spatial effect are studied by panel data model and spatial panel model,and the evolution stage of industrial upgrading evolution is driven by the evolution path of the Pearl River Delta technological innovation and the evolution performance of each stage is evaluated by the DEA-Malmquist method.Finally,summarize the conclusions of the study and look forward to the future development.The main contents and conclusions of the article are as follows:First,to build a theoretical framework of technological innovation-driven industrial upgrading.According to the research progress and literature combing of technological innovation and industrial upgrading,the process of changing the original production function through knowledge accumulation,technological progress and transformation to obtain better elements of industrial structure,advanced manufacturing process and higher production efficiency development is interpreted.To study the inherent logic of technological innovation-driven industrial upgrading and to explore the technological innovation-driven industrial upgrading has a clear logical context of "relational logic-influence logic-dynamic logic-evolutionary logic",and based on the establishment of the research framework of "correlative relationship-influencing factors-path of action-evolutionary stage",combined with the theoretical knowledge of related disciplines,To form a complete theoretical framework of "correlation-equilibrium-influencing factors-mechanism-evolution path-performance evaluation".Second,the analysis of the Pearl River Delta technological innovation-driven industrial upgrading of long-term dynamic equilibrium relationship.By reviewing the history and present situation of technological innovation and industrial upgrading in the Pearl River Delta,we find that they have all experienced the four major periods of start-up,growth,maturity and change,which are presented as a whole for the development of technological innovation driven by industrial upgrading,which has been transformed into a development model driven by technological innovation in recent years.To explore its development trend,we find that the pearl river delta technology innovation and the development trend of industrial upgrading have a very close correlation,using The Granger causality test to find that the change of technological innovation efficiency in the Pearl River Delta is the Granger reason for the change of industrial upgrading efficiency,but the change of industrial upgrading efficiency is not the Granger reason for the change of technological innovation efficiency.Using pulse response function diagnosis,it is found that the pearl river delta technology innovation and industrial upgrading have a significant and continuous synchronous pulse effect on industrial upgrading,the effect of the impact is significant in the 4 years after the impact,and then the effect declined year by year,and the effect was minimal after 8 years.At the same time,the degree of differential decomposition reaction is completely complementary,the degree of influence of industrial upgrading on its own has a declining trend over time,and the influence of technological innovation and industrial upgrading on industrial upgrading is stable in 54:46,which shows that technological innovation has an important effect on industrial upgrading.Using the Johansen co-integration test method to judge that there is a positive correlation between technological innovation and industrial upgrading,it is found that by constructing a vector error correction model,it is found that the rise of 1% of the Pearl River Delta technology innovation index will promote the industrial upgrading index to rise by 0.0568%.Using a variety of weight prediction methods,it is found that on the basis of the introduction of existing technology and industrial adjustment,the future of technological innovation and industrial upgrading in the Pearl River Delta will accelerate development,after the prediction found that the Pearl River Delta technological innovation and industrial upgrading in the process of development will be further coupled,technological innovation on industrial upgrading and the impact of the effect will be further deepened.Third,the analysis of the Pearl River Delta technology innovation-driven industrial upgrading mechanism.Technological innovation in the supply side and demand side and many other aspects of the change of social productivity and production relations,the main factors on the supply side include labor,capital,system creation,technological innovation,etc.Based on these factors,selecting the appropriate variables,constructing the panel model,comparing the random effect model with better interpretation ability,the regression results show that the technological innovation in the Pearl River Delta cities has a significant effect on industrial upgrading,and every 1 percentage point increase in technological innovation efficiency will promote the industrial upgrading index to increase by 0.0045 percentage points.Considering that both technological innovation and industrial upgrading have spatial relevance,the spatial distribution analysis of technological innovation-driven industrial upgrading in the Pearl River Delta,it is found that the technological innovation capacity and industrial upgrading level of the Pearl River Delta cities can be matched,and the industrial development level of the region with high technological innovation ability is relatively high.The level of industrial development in low-tech innovation ability is also relatively backward,and the output value of innovative products and industrial upgrading index in the Pearl River Delta cities over the years are basically based on Guangshen,"Guangzhou-Shenzhen" as the axis belt,driving the coordinated development of the two wings.From the spatial point of view,the Pearl River Delta technological innovation-driven industrial upgrading has a spatial spillover effect,its spatial lag coefficient is 0.1915,significant lying at 5% level,indicating that the city generally has a higher level of wide and deep surrounding,far from the wide and deep city level is relatively backward;Technological innovation and industrial upgrading are moving towards the trend of regional centralization and functional specialization,technological innovation converges in Shenzhen,and industrial upgrading converges on Guangzhou.From the perspective of multi-dimensional space,geographical distance is the most significant factor that affects the technological innovation in the Pearl River Delta,with the growth of geographical distance,the obstacle effect of technology communication and industrial transfer will increase exponentially,the second distance factor affecting the effect is economic distance,and the effect of technology distance on industrial upgrading is relatively small.Fourth,evaluate the Pearl River Delta technology innovation to drive the industrial upgrading and evolution performance.The evolution process of technological innovation-driven industrial upgrading in the Pearl River Delta can be divided into three stages,namely,the stage of technological innovation,the stage of driving industry and the stage of economic growth.These three stages realize the transformation of factors of production,the transformation of production mode and the transformation of production results,and together they form a system in which technological innovation in the Pearl River Delta drives industrial upgrading and promotes the overall development of social economy.In terms of time perspective,the development trend of the comprehensive performance of industrial upgrading driven by technological innovation in the Pearl River Delta has undergone a steady development to a volatile shock and then a steady improvement process,in the middle by the external economic environment and its own industrial adjustment,the whole factor productivity shock decline,but with the formation of the independent innovation system and industrial structure adjustment completed,Its productivity is rising steadily at a higher level,economic benefits are re-emerging,and people's living standards are rising.The core city of the Pearl River Delta technological innovation-driven industrial upgrading in the space perspective is Shenzhen,and the "dual-core drive" is wide and deep,with Guangshen Buddha as the core development circle,driving the development of the two wings Huizhou and Jiangmen together,forming the development pattern of "one axis and two wings".Overall,the overall technical efficiency and scale effect of the Pearl River Delta are on the effective boundary,which is the result of the Pearl River Delta adhere to technological innovation and form a complete industrial system,driven by the overall technical level and total factor productivity of the Pearl River Delta is increasing year by year,and the average annual growth rate reaches 1.3%.In the future,we should continue to increase investment in technological innovation,accelerate the rate of industrial upgrading,promote the transformation of innovation results,realize industrial economic development,and strive to form a high-tech,high-level,high-quality,stable and lasting technological innovation-driven industrial upgrading and operation system at an early date.The innovation of this research lies in: First,combining the theory of innovation and the theory of industrial organization,creatively put forward the theoretical framework of “technical innovation to drive industrial upgrading”.According to the logical context of technological innovation driving industrial upgrading,the research context of "relationship logic-influence logic-dynamic logic-evolution logic" is constructed,and then expanded into "correlation-equilibrium-influencing factors-dynamic Mechanism-evolution path-performance evaluation",enriching the theoretical basis and forming a complete theoretical framework for technological innovation to drive industrial upgrading.Second,the multi-dimensional spatial measurement method is used to examine the spatial transmission mechanism of the Pearl River Delta technological innovation drive industry upgrade.Based on the spatial pattern and spillover characteristics of the Pearl River Delta technology innovation driving industry upgrade,the theoretical analysis of the spatial spillover effects of each conduction path is carried out from the spatial conduction conduction,geographic distance conduction,economic distance conduction and technical distance conduction,respectively.Multi-dimensional spatial weight matrix,using spatial
