With the emergence of the disappearance of the demographic dividend,the shortage of resources and the environmental pollution,Liaoning Province,as an important old industrial base in China,has been dominated by the extensive growth model of capital investment and resource consumption.With the gradual disappearance of the resources advantage,the economic growth of Liaoning province is slowing down,the process of industrial structure conversion is slow,and the problems brought by the traditional economic growth mode are more serious.Technological innovation is the power source of promoting industrial structure optimization and social economic development.Improving regional technological innovation ability can optimize the allocation of resources and promote the optimization of industrial structure.It is an important way to solve the current difficulties of regional economic development.Therefore,how to use technological innovation to promote the optimization of Liaoning's industrial structure and enhance the quality of economic growth has become an urgent problem at present.Through systematic research on technology innovation,industrial structure optimization and other related theories and literatures,this paper finds out the path of technological innovation's impact on industrial structure optimization.The present situation of technological innovation in Liaoning province is analyzed from four aspects of technological innovation input,technological innovation output,technological innovation transformation and technological innovation environment.The status of industrial structure in Liaoning province is analyzed from the three industrial structure,employment structure and internal structure of Liaoning Province,and the lack of investment in technical innovation is found to be insufficient.Lack of highly educated talents,difficulties in technological transformation of enterprises,and backward technology industries.On the basis of current situation analysis,the evaluation index system of technological innovation ability and industrial structure optimization level in Liaoning province is constructed.The comprehensive index of the two are measured by principal component analysis for 2000-2016 years in Liaoning Province,and the technology innovation ability of Liaoning province and the optimization of industrial structure are analyzed by grey correlation analysis.The relationship between the number of colleges and universities,the investment of R&D funds,the number of patent admissibility and the optimization of the technical market turnover and the optimization of industrial structure are found to be the highest among the elements of technological innovation,and the dynamic mechanism of the technical innovation and industrial structureoptimization in Liaoning province is empirically studied by the vector autoregressive model.Innovation has great effect on the optimization of industrial structure,and the optimization of industrial structure has little effect on technological innovation at present.On the basis of empirical analysis,relevant policy suggestions are put forward from the angle of technological innovation input and personnel training to accelerate the positive interactive development of technological innovation and industrial structure optimization in Liaoning province.
