Research On Shaanxi Province's Financial Funds Supporting Agricultural Performance Development

Agriculture is an important source of food for a large country.Shaanxi Province is one of the major agricultural provinces in China.However,the financial support policy for agriculture has been implemented relatively late,and there are still many imperfections.Therefore,the agricultural policy in Shaanxi Province has not played its due role.From the point of view of current fiscal policy,the quantitative and qualitative research on supporting agriculture in Shaanxi Province is carried out.This paper takes the financial funds supporting agricultural performance in Shaanxi Province as the research object,and mainly applies the research methods of combining normative analysis with empirical analysis,qualitative and quantitative analysis,and draws a conclusion from the relevant data of supporting agricultural performance in Shaanxi Province and relevant scholars.On the basis of the analysis,it concludes that there are some problems in supporting the development of agricultural performance in Shaanxi Province.Using normative analysis to determine the theory involved in supporting agricultural performance in Shaanxi Province,and combining with the existing empirical research,this research result is very persuasive.To accurately judge the support degree of agricultural policies in Shaanxi Province at present,so as to put forward more effective countermeasures for agriculture in Shaanxi Province,establish the performance research system of government financial support for agricultural industry in Shaanxi Province,and explore the performance level of Shaanxi government financial support for agricultural industry,hoping to play an effective role in enriching the agricultural performance system.The relevant theoretical researchers have important theoretical significance.The research on supporting agricultural performance in Shaanxi Province has important practical significance for agricultural enterprises and farmers.This paper mainly aims at the financial support policy for agriculture in Shaanxi Province under the rapid development of China's economy at the present stage,and analyses the influencing factors of the performance of financial support for agriculture in Shaanxi Province.It is of great significance for promoting the coordinated development of agricultural industry in Shaanxi Province and balancing the coordinated development of rural and urban areas.Based on the OECD evaluation theory,this paper evaluates the degree of financial support for agriculture in Shaanxi Province,and explores thecorresponding policies and changing directions of financial support for agricultural development in Shaanxi Province in the future.Firstly,it defines the concepts of performance and agricultural support performance,and finds out the relevant theoretical basis,including sustainable development theory,industrial structure theory,weak nature theory of agriculture,OECD agricultural policy evaluation system.Based on the literature,this paper summarizes the current situation of agricultural support performance in Shaanxi Province.From the general situation of agriculture,the construction of agricultural production infrastructure and the degree of Agricultural Mechanization in Shaanxi Province,it analyses the status of agricultural development policy and financial support,direct subsidy policy,agricultural financial support policy and financial budget of agricultural support in Shaanxi Province.This paper analyses the problems existing in the performance of agricultural support in Shaanxi Province.The narrow coverage of the government leads to the imperfection of many water conservancy facilities,the imperfection of the agricultural financial system,the lack of technical support means for agricultural science and technology production and the irregularity of agricultural support policy subsidies.Second,the research on Shaanxi's financial funds to support agricultural performance is mainly analyzed from four aspects.Secondly,the research on the financial performance of Shaanxi Province supporting agricultural performance is mainly analyzed from four aspects:the empirical analysis of agricultural financial support and agricultural economic growth in Shaanxi Province,the empirical analysis of the relationship between agricultural financial support and farmers' income in Shaanxi Province,and the empirical analysis of agricultural structure on agricultural economic growth based on the correlation analysis model.Finally,the existing performance empirical results are collected and the data package is used.Collaboration analysis method,select the key points of empirical analysis for analysis.In order to better analyze the performance evaluation of Shaanxi Province,the factors of the performance of agricultural support in Shaanxi Province were analyzed,and the financial support of Shaanxi Province based on DEA model supports agricultural performance evaluation.Finally,the paper puts forward some countermeasures to support agricultural performance by financial funds in Shaanxi Province,such as strengthening the construction of agricultural support performance level,introducing modern science and technology to support agricultural technology development,putting forward more preferential policies for agriculture by the Shaanxi Government,establishing the supervision system of agriculturalsupport funds,improving the degree of fund implementation and establishing a standardized mechanism of agricultural support policy subsidies.
