Research On The Performance Of Financial Poverty Alleviation And Its Influencing Factors In Shaanxi Province

Since the implementation of the 13 th five year plan,the party and the government have raised the poverty alleviation and development work to an unprecedented level.The whole country has taken poverty alleviation as the primary political task and the first livelihood project.Shaanxi Province,with a deep poverty level and a heavy task of poverty alleviation,is an important “battlefield”of poverty alleviation and development in China.In order to grasp the performance of financial poverty alleviation in Shaanxi Province in recent years and find out the problems in the process of financial poverty alleviation.From the perspective of input-output efficiency of financial poverty alleviation in Shaanxi Province,this paper first combs the relevant literature of financial poverty alleviation at home and abroad,focusing on the relevant literature on poverty alleviation performance evaluation and factors affecting poverty alleviation performance,defines the two core concepts of “financial poverty alleviation” and “financial poverty alleviation performance”,and introduces the relevant theories supporting financial poverty alleviation,and then This paper describes the financial support of Shaanxi Province from both input and output,and analyzes the existing problems.On this basis,DEA-BCC model is used to measure the efficiency of financial poverty alleviation in Shaanxi Province from the horizontal and vertical dimensions,and the measurement results are analyzed.Finally,Tobit regression model is used to analyze the influencing factors of financial poverty alleviation efficiency in Shaanxi Province.According to the empirical analysis results,different countermeasures and Suggestions are proposed from the government level,the economic level and the social level to promote the improvement of financial poverty alleviation efficiency in shaanxi province and lay a solid foundation for the next step of poverty alleviation and development work.The conclusions drawn in this article are as follows: First,there is a significant difference in the efficiency of financial poverty alleviation among the cities in Shaanxi Province.Among them,Xi’an has the highest efficiency,and its comprehensive efficiency value reaches 1.000.The lowest efficiency is Hanzhong,whose comprehensive efficiency value is only 0.331.For different regions of Shaanxi Province,the financial poverty alleviation efficiency is Guanzhong,Northern Shaanxi,and Southern Shaanxi in order from high to low.Second,apart from 2013 and 2015,overall,from 2010 to 2018,the efficiency of Shaanxi’s financial poverty alleviation decreased year by year.Third,there are many factors that affect the efficiency of Shaanxi’s financial poverty alleviation,but it is worth noting that the increase in the proportion of rural population in the total population has begun to have a positive impact on Shaanxi’s fiscal poverty alleviation efficiency.
