| The purpose of the study was to examine, empirically, the relationship that may exist amongst strategic planning (SP), business-IT strategies (BITS), and strategic alignment (SA) in public sector. With the focus of the study on civilian departments, agencies, commissions, and authorities of New York City government, surveys were administered to a sample of 535 key employees. The employees surveyed included 156 executives, 130 directors, 143 managers, and 106 IT professionals of New York City government. Based on survey analysis, one of the conclusions drawn from this research is the finding that SP is positively but weakly associated with SA. It was also found that BITS is positively and strongly associated with SA. But when both SP and BITS are considered simultaneously, they are both found to be positively and strongly associated with SA. Additionally, based on a test of differences conducted, BITS is found to be more associated with SA than SP in improving efficiency, improving effectiveness, improving quality, increasing productivity and increasing accountability in the public sector. This study provides recommendations to city government administration executives and managers regarding the impact of strategic planning and strategic business-IT objectives on strategic alignment in the public sector. Limitations of the study were also noted and acknowledged. |
