U.S. foreign policy toward North Korea: Breakthrough strategy in the negotiation for resolving nuclear program issue

Abstract/Summary:
This research tried to figure out North Korean perceptions of U.S. policy through analyzing North Korea's reaction to United States criticism and stated policy. North Korean official statements regarding U.S. political activities revealed North Korea's perceptions and interpretations. Then, this research suggested the required conditions for possible agreements through the bargaining win set model with the perceptional quadrant diagram, plotted each policy position, and traced their movement. This method visualizing policy movement is helpful to increase the possibility of a breakthrough in negotiations and predict and avoid unfavorable conditions like war. It showed that North Korean policy had characteristics to be relative to U.S. policy and its position and movement have been located and directed symmetrically in accordance with U.S. policy.;In the content analysis of psychological challenges, this research explained why the United States should have avoided unnecessary criticism by providing evidence that the North Korean reaction to U.S. criticism could be embedded in North Korea's perception and viewpoint continuously and influence its policy decision making for a long time and included the four stages of doubt, confirmation, renunciation, and prediction. As the North Korean interpretation of U.S. criticism was plotted on the diagram, this research showed that the reaction to an opponent's criticism was transmitted to the next step and reflected on stated policy.;Therefore, this research concluded that if the United States wanted to create mutual trust and improve its relationship with North Korea and create, the United States should have showed their changed attitudes and patterns of dealing with North Korea more consistently in order for the Bush administration to be more successful. Also, the United States should have avoided psychological challenges and should have tried to find out its best alternative to a negotiated agreement instead of demanding North Korea's renunciation of its nuclear program first or CVID.
