Abstract/Summary:
This dissertation outlines the challenges and issues associated with the delivery of State Highway (SH 121) in the State of Texas, U.S.A. This project embodies the interrelationships that exist among market conditions, political environment, partnership characteristics, managerial and financial structures to produce a Public-Public Partnership (PPuP). This case study uses a narrative approach to examine the impact of politics on the conditions that led to the transformation of the delivery of SH 121 from a Public-Private Partnership (P3) to a PPuP arrangement. After examining the theory of production and provision of services, and network theory, the researcher reviews the history of the legislative actions at the federal and state levels that provide the framework for the use of P3 in the delivery of SH 121. The findings from the research interviews imply that the public's limited familiarity with the various types of partnership arrangements, their resistance to the idea of toll roads, local politics, the lack of viable funding resources, and other local issues play a significant role in the type and characteristics of partnership arrangements that can be used to deliver capital intensive transportation projects.
