Abstract/Summary:
The purpose of this research was to examine factors impacting full and successful implementation of the Single Mobility System program designed to secure U.S. borders and ensure national security. The system tracks passengers and cargo by serving as a repository of data from multiple government data sources. The SMS is designed to ensure national security by tracking passenger and cargo entering, traveling within, and exiting the United States by air, land, or sea that embarked or disembarked at U.S. ports. This study focused on the implementation phase of the SMS within the primary branches of service under the authority of the U.S. Department of Defense (i.e., the Army, Air Force, and Navy). Strategic implementers within these service branches were surveyed utilizing an existing instrument---the Project Implementation Profile developed by J. Pinto (1986) and subsequently used to define factors affecting full and successful implementation of new technology applications.
