National security is one of the objectives which nation pursues. In the process of pursuing national security, different country carries out different conception of national security. With the further development of globalization and the emergence of nontraditional security, the traditional conception of national security was impacted greatly, and it could not meet the need of the development of the situation. So, it is necessary to build up a new conception of national security. China's new conception of national security was formulated under such background. And China was not only an active advocator of new conception of national security, but also an active executor. The successful practice of Shanghai Cooperation Organization embodies the abroad vitality of new conception of national security, and indicates that China wants to be a responsible country. It is a symbol of China's mature diplomacy. There are four parts in the thesis.Part One firstly discusses the relative theories of the conception of national security, and emphasizes the significance of these studies to national security. Then it divides the history of China's conception of national security into three phases, and analyzes the characteristic of each phase. Next, it explains how the foundation and development of SCO embody China's new conception of national security.Part Two discusses the limitations of the traditional conception of national security. Firstly, it clarifies the theoretical basis, main points and the limitations of traditional conception of national security from the angle of relative conceptions, and points out the dilemma of traditional conception of national security. Then, it analyzes the backgrounds of the formation of new conception of national security, such as the shock of globalization to sovereignty and the emergence of the nontraditional security, and so on. At last, it analyzes critically three arguments: neo-interventionism, failed states and neo-imperialism, and points out the essence of these arguments.Part Three sets forth the formation and its theoretical foundation of China's newconception of national security. Firstly, this part analyzes the background of China's new conception of national security from three aspects of international security circumstances, nation development and orientation and the status of China's own security. Then, it analyzes the theoretical basis of new security conception. It considers the thoughts of world diversification, the international conception of interdependence and China's traditional cultural philosophy of peaceful coexistence as its theoretical foundation. Thirdly, it analyzes the characteristic of China's new conception of national security. The international society attaches more and more importance to the new conception of national security, and accepts it widely. This shows its extensive adaptability and vitality of it.Part Four firstly analyzes the security situation of central Asia, displays the achievements of SCO. Then it considers that "Shanghai Spirit" inosculates with China's new conception of national security. In practice, SCO expands China's new conception of national security. Furthermore, it analyzes the inner and exterior challenges of SCO; it draws such conclusion that coping with all kinds of challenges, the new conception of national security should be persisted in.Based on the above research, the thesis concludes that China's new conception of national security adapts the international circumstances after cold war, and it meets with China's security appeal. It does good to the region and world peace. The development of SCO, expands the content of China's new conception of national security, sets up the great power's image of responsibility, and provides abundant experience to China's participating in multilateral diplomacy.
