Educational privatization in local Georgia school systems

Abstract/Summary:
This study was designed to determine which administrative services, functions, or tasks were privatized, outsourced, or contracted for by local Georgia school systems in 1997. Possible relationships between extent of outsourcing by local Georgia school systems and select district demographic and fiscal characteristics were investigated. The major conclusion reached, based upon survey results, was that local Georgia school systems utilize privatization, outsourcing, and contracting only to a limited extent, primarily in operations (support services), business services, and professional services administrative areas. Georgia school systems utilize niche contracting rather than comprehensive outsourcing. Georgia school system privatization patterns are consistent with current national trends indicating prevalence of outsourcing in the administrative support services area (except for custodial services, general maintenance, transportation, and food services functions); and, limited use of outsourcing in core instructional administration. Possible significant associations were identified between system outsourcing and per pupil expenditure; and between outsourcing and state geographic location and population density variables, respectively.
