Enterprises are trying to outsource their information system under the severely competitive operating condition and also as a result of the rapid change of information technology (IT). Enterprises believe information system (IS) outsourcing could save cost, obtain the newest technology, increase business efficiency, and maintain their advantage in competition. IS outsourcing is playing an important role in the development of our country's economy. IS outsourcing has been considered as an attractive alternative for more and more enterprises.This research based on the theory of transaction cost, and supported by the verified result of the survey, is intended for examining the factors and relations in the performance of enterprises IS outsourcing. Knowing the relationship between outsourcing and its affects, which will help decision makers in enterprises establish outsourcing policy, and enforce the decision on IS outsourcing. According to this paper, we conclude:(1) The more specified IT environment of the enterprises is, the lower outsourcing degree is.(2) The more high-ranking officers in the enterprises involve with IS, the higher outsourcing degree is.(3) The higher the uncertainty of the IS policy in the enterprises is, the more flawed contract with IS vendors would be.(4) The more ambivalent attitude to IS outsourcing of the enterprises is, the worse relationship between the enterprises and the IS contractors.(5) The more reputable IS supplier is, the better relationship between the enterprises and the IS contractors is.(6) The better the relationship between IS outsourcing contractors and enterprises is, the better performance is.(7) There was no significant linear correlation between the enterprises' IS outsourcing performance and the degree of IS outsourcing.
