Problems And Countermeasures Of Chinese Local Government Public Services Outsourcing

MENTOR:With the rapid development of China’s economy and the acceleration of the pace of social diversity, the contradictions have become increasingly prominent which between the comprehensive rapid growth of demand for public service and the shortages of supply and capacity of local government public service. Especially for the subjects of insufficient of basic public service such as basic education, public health,social security,environmental protection and public security which are concerning becoming more severe and arousing extensive concern of all circles in society.In order to improve the quantity and quality of public services, public service outsourcing becomes the only way for local government to improve supply efficiency of public services.Due the variety and complexity of China terms of its economic and social development among different regions, there is unified pattern of public outsourcing. Local Government f China has not yet formed a unified practice.A variety of issues have arise.Combined with public service outsourcing in Pu-k-o-u Nanjing,The author found that our public service outsourcing main problems are:outsourcing Information is opaque,Various laws and regulations are not perfect,Lack of public participation,Development of third-party agencies and social organizations are not perfect.By learning from the experience of developed countries and regions,The author proposed that our government should establish a comprehensive information platform of the outsourcing of public services and contractors based repository, improve laws and regulations and promote volunteerism and public-private partnerships to solve the above problems.These measures can help public services develop faster better than the old.
