Since the 1980s,governments have faced varying degrees of government crisis and reduced public trust.In order to improve this situation,western countries take the lead in the government administrative system reform.They begin to pay more and more attention to the government in the public trust and citizen satisfaction for the work of the government.The outsourcing of public service in local government has arisen in this situation and spread around the world.Influenced by the wave of western administrative reform,China has also reformed the administrative system since the 1990s.This article from the administrative reform is deepening,the public service outsourcing development under the background of this era's most prominent problems,around public service outsourcing contract,analyses the theoretical basis of the implementation of outsourcing demonstrates in detail the origin and development of the outsourcing contract,and the existing problems,at the same time,carefully analyzing the experience of our country,for the development of the outsourcing contract put forward opinions and suggestions.Through research,this paper found that outsourcing contract is in the transformation government function,the original way has disadvantages as well as rise step by step under the influence of other countries,and achieved certain results,but there are more problems.For the party,for example,there is a power rent-seeking,lack of market competitiveness,and the problem of insufficient standardization,there exists a phenomenon of skimming the contractor and the low pitches,the current laws and regulations there are vacancies,third-party assessment mechanism is not perfect,and social participation is not enough.According to our country government the problems existing in the outsourcing service contract,combined with the development of public service outsourcing contract experience,the author summarizes the development countermeasures and Suggestions,including to improve the outsourcing capacity of government contracts,form a multi-supply market service system and a sound supervision,assessment and guarantee system from three aspects.The government public service outsourcing contract is a kind of administrative subject flexible management style.Using good contract outsourcing to solve its existing problems,it is very important to transform government functions and serve the people better.
