The origins and impacts of public service in Indonesian higher education: Three case studie

The Indonesian university system gives exceptional emphasis to public service as the third mission (alongside teaching and research) of the university. This study examines the origins and actual practice of service activities in Indonesia. In 1990s, the role of service in Indonesian higher education institutions (HEIs) has shifted in response to the pressures of globalization and technological expansion. This dissertation, therefore, seeks to provide a comprehensive picture of the service component of Indonesian higher education in comparative perspective.;This study integrates a qualitative design, recognizing that Indonesian service originated from the unique establishment of its higher education stemming from the birth of the nation after centuries of Dutch colonialism. This historic moment has built a linkage between higher education and nation building. Service has been defined by its principal stakeholders as the application of science, technology, and arts in practical ways based on the needs of society. Gradually, Indonesian university service has evolved from service learning to include education and training, consultation, applied and action research, and area/community development.;The analysis reveals that service learning, education, and professional service are more common than applied and action research, and area/community development. Involvement in service differs between public and private universities. Public universities benefit from more qualified faculty, funding accessibility, and advanced laboratory facilities than private universities. Looking at both factors for and obstacles to service, faculty members and university administrators indicate funding, motivation, and time as important. Although they have acknowledged the interaction of teaching, research, and service, teaching and research remain more significant. University contribution is perceived as beneficial by local and national government officials, business leaders, educators, and other community leaders, but they all expect more.;This study concludes that there is a close linkage between the Indonesian higher education and the nation, and attention to improve/expand service is important without neglecting teaching and research.
